Petro Faces Complaint Over Alleged Instructions Against Three Leaders

Carol Borda and the Salvación Nacional bloc filed a complaint against Gustavo Petro over alleged instructions to promote accusations against De la Espriella…

--- The context --- During the government of Gustavo Petro, Colombia promoted dialogue spaces with former commanders of the United Self-Defense Forces of Colombia as part of its peace, reconciliation and truth-seeking policies linked to that organization's demobilization process. Those meetings, held in Valledupar in 2025, are now at the center of a political and legal dispute: two complaints filed before the House of Representatives ask whether institutional spaces may have been used for purposes other than those announced. Everything alleged remains presumed, and no conduct has been proven so far. --- The facts --- House Representative Carol Borda, together with members of the Salvación Nacional party bloc, filed a complaint on October 19, 2026, against former president Gustavo Petro before the House Investigation and Accusation Commission. The filing is also signed by Sara Jimena Castellanos Rodríguez, Enrique Gómez Martínez and Germán Andrés Rodríguez Prieto. It asks investigators to examine alleged instructions to officials and advisers of the Petro government to promote statements against Abelardo de la Espriella, Álvaro Uribe Vélez and Germán Vargas Lleras during the Valledupar meetings with former commanders. To support the request, the complainants cite the public accounts of Salvatore Mancuso, Angie Rodríguez and Juan Carlos Villamizar. According to press publications, Mancuso said delegates of the then president had asked former paramilitary chiefs to make accusations against the three leaders. Rodríguez publicly stated that the mission assigned to her in Valledupar was related to having former commanders speak against political leaders. Villamizar, a lawyer and legal adviser to Mancuso, said he witnessed the meetings in person, held that the request came from Petro, and added that Rodríguez and Víctor de Correa Lugo proposed that the former chiefs make public the information they had on the three leaders. A second complaint, filed by lawyers Daniel Sanín and Gloria Patricia Jaramillo, asks investigators to verify the possible involvement of RTVC and the possible use of public resources during the meetings, to determine whether judicial, prison or transitional justice benefits were offered in exchange for statements, and to examine whether the facts could amount to conduct such as an eventual abuse of public office, provided the evidence establishes it. Under that line of allegations, the then manager of RTVC, Hollman Morris, allegedly arranged a mobile unit and a production team so the former paramilitaries could publicly communicate information allegedly suggested by the government. --- The positions --- The complainants argue that the Commission should examine the facts, receive or incorporate the cited statements and determine whether there are grounds for an investigation into who took part in the meetings and what was discussed. Both filings carry an express caution: filing a complaint does not mean the alleged conduct is proven, and the material submitted does not establish as proven the alleged irregularities involving RTVC or state resources either. The decision now rests with the Commission and its evidentiary work. Petro has denied ordering pressure to obtain statements against political leaders and has said, in reported speech, that he will not accept being attributed such serious acts without a single piece of evidence that he gave an order to pressure anyone to testify against Uribe or any other political leader. Mancuso, for his part, has said that Petro did not personally make that request to him, a qualification that investigators will have to weigh against the other accounts on record. --- What remains unknown --- It remains unknown who allegedly gave or transmitted the alleged instructions, which officials and private individuals organized the meetings and whether any documented official instruction existed. The possible involvement of RTVC, the participation of its staff and any use of state resources still require documentary verification, as does the question of whether transitional justice mechanisms were used for political ends. Until the Commission gathers and assesses that evidence, the case remains a clash of accounts governed by the presumption of innocence. --- Unanswered questions --- Who exactly took part in the Valledupar meetings in 2025 and what was discussed at each one? Is there any document or direct testimony proving the alleged instructions attributed to the Petro government? Did RTVC take part with equipment or public resources, and under whose authorization? Were judicial or transitional justice benefits offered in exchange for statements against the three leaders? --- EPM analysis --- The case tests two duties of the state at once: protecting the credibility of peace and reconciliation spaces, which cannot be perceived as tools against political adversaries, and protecting the guarantees of the person accused, because a complaint is not a conviction. The Commission must separate public accounts from probative material, hear every side and support each conclusion with documents, avoiding both an early verdict and a file closed without examination. 📌 EPM Take: In EPM's view, this complaint must be handled with evidentiary rigor and full respect for the presumption of innocence, because two things are at stake: if the alleged instructions existed, the political use of spaces created for peace and of public resources would be a serious abuse demanding clear accountability; if they did not exist, attributing them without proof also harms democracy and reconciliation. The Commission must verify documents, test the accounts of Mancuso, Rodríguez and Villamizar against the denial issued by Petro and decide solely on evidence, transparently and without partisan shortcuts.
