Housing First in Cali: Vouchers for Quake Families as the Arábico Comes Down

President De La Espriella and Mayor Eder announced in Cali 350 housing vouchers for families who lost their homes in the August 10 earthquake, together with…

--- The context --- For the Cali families who lost their homes in the August 10 earthquake, President Abelardo De La Espriella's visit on October 22 brought a concrete promise: 350 housing vouchers for those left homeless. The President arrived with Mayor Alejandro Eder, and the announcement was made in the south during the technical start of demolition at the Arábico building, at Calle 5 and Carrera 66 in El Limonar, a structure with serious flaws that threatened passersby. --- The facts --- That building, administered by the Sociedad de Activos Especiales, belonged to the late kingpin Hélmer 'Pacho' Herrera, one of the Cali cartel's leaders in the nineties; its Islamic style made it a showcase of mafia opulence while surrounding neighborhoods bore that era's consequences. The post-quake picture is wider: the initial census counts 76 buildings prioritized for demolition due to irreparable damage, three already torn down, 11 in active demolition and 63 awaiting intervention, with a total estimated at between 150 and 200 constructions. --- The positions --- Of the package, 200 vouchers of fifty million pesos will come from the Fondo Cali Somos Todos, with 10.000 million pesos from the Mayor's Office, for a down payment or direct purchase of a new home. Another 150 vouchers, worth 157 million pesos each, will be delivered by the National Government through the Fondo Milagro, under the President's direction, for home purchases and improvements to partially damaged homes. Mayor Eder said, as reported, that the commitment was that no family that lost a loved one in the earthquake would be left alone and that the priority was a housing solution; he added that the solutions are ready to begin assignment. Livelihood also entered the plan: 1.200 businesses left decimated or paralyzed will be able to access support of five, ten or twenty million pesos, with 7.300 million pesos from the Mayor's Office through the Fondo Cali Somos Todos, and the President pledged another 4.600 million pesos for 920 grants to small merchants, small markets and neighborhood stores in Cali and Valle del Cauca, noting that those families also lost their livelihood. --- What remains unknown --- Still unknown is the citizen oversight mechanism: who will monitor each voucher and under what criteria the family list will be ordered. --- Unanswered questions --- Will affected families be able to challenge publicly the beneficiary list for the 350 vouchers? What participation will affected neighborhoods have in ordering the 63 pending demolitions? Will there be a claims channel for merchants left out of the 920 grants? --- EPM analysis --- The announcement recognizes something essential: housing is a right restored not with a symbolic act, but with resources, public rules and social control. 📌 EPM Take: In EPM's view, this announcement will not be measured by the fall of a mafia symbol, but by the lives of the families now sleeping away from their homes: if the 350 vouchers arrive with public lists, known criteria and oversight by the neighborhoods themselves, Cali can rebuild trust as well as walls. Dignified housing and the livelihood of small businesses must move together, with permanent accountability, so that aid depends not on closeness to power but on the harm suffered by each household after the earthquake.
