Atlantic mega-prison revived without settling prior consultation

--- The context --- Seven years after it began to take shape, the El Tiestal mega-prison in southern Atlántico is back on the national agenda amid controversy over the land purchase and community rejection. The work never managed to begin. Its return carries the concerns of residents, peasant organizations and Afro-descendant communities worried about security, the territory's agricultural vocation, flood risk and the distance from nearby settlements. --- The facts --- The Atlántico governorship presented President Abelardo De La Espriella with a proposal to reactivate the penitentiary. Interior secretary José Antonio Luque set it out in a meeting with the president, who posted a video reviewing the proposal. The complex would be built at El Tiestal, in the jurisdiction of Candelaria, about 4,3 kilómetros from its municipal seat. Capacity would rise from 5.000 to approximately 11.560 inmates. The previous investment was estimated at more than 400.000 millones de pesos, under 2020 calculations. --- The positions --- On 9 de agosto de 2019 the governorship, under Eduardo Verano de la Rosa, acquired the land. An investigation published on 20 de septiembre de 2020 revealed it paid 2.532 millones de pesos for land acquired between 2014 and 2019 for 355 millones de pesos. The governorship defended the legality and cited a commercial appraisal by the Corporación Colegio Inmobiliario de Barranquilla. Communities marched and promoted a tutela over an alleged lack of prior consultation, temporarily halting the project before it was modified on appeal. --- What remains unknown --- The timetable, definitive financing and technical conditions remain unknown. There is no definitive construction decision, nor clarity on resolving community claims or on the updated cost. --- Unanswered questions --- Will effective prior consultation happen before construction? What is the updated cost for 11.560 inmates and who will finance it? What studies rule out flooding and protect the agricultural vocation? Will the 2.532 millones de pesos purchase be reviewed? --- EPM analysis --- The debate is not only about prisons: it is how such a work is decided in a territory that already rejected it and went to court. Expanding capacity without a timetable or answers pushes the conflict into the future. 📌 EPM Take: In EPM's view, reviving El Tiestal without first settling prior consultation, the dispute over the land purchase and the flood risk would repeat the original mistake. A prison for 11.560 inmates cannot be imposed on peasant and Afro-descendant communities that already marched and went to court. Before talking about places, the Government must publish the updated cost, listen to the territory and prove that the land is suitable and that its agricultural vocation will not be sacrificed for a project still lacking a timetable.
