Spain records 100 of 347 jihadist terrorism arrests in Europe

Europol's TE-SAT 2026 report attributes to Spain 100 of the 347 jihadist terrorism arrests recorded in the European Union in 2025, keeping the country first in…

--- The context --- Europol's TE-SAT 2026 report, the annual assessment of terrorism in the European Union, places Spain first in jihadist terrorism arrests for the third consecutive year. The figure does not describe an isolated episode, but a sustained trend combining police pressure, online radicalization and the arrival of people with prior records, according to the document itself. --- The facts --- Of the 347 people arrested for jihadist terrorism in the European Union in 2025, 100 were arrested in Spain, compared with 64 in France and 21 in Germany. Spain rose from 78 arrests in 2023 and in 2024 to 100 in 2025, a figure higher than France and Germany combined. Seven out of ten terrorism arrests in the Union were for jihadism. Ten member states reported 45 attacks in 2025, including completed, failed and foiled attacks, and jihadism was behind 24 of them. Nine were completed, leaving five dead and 81 wounded. Of the 347 arrested, 108 were aged 18 or under. Among the 398 arrested whose residence status is known, 139 were non-EU nationals, 35 %. The report adds that all completed attacks were carried out by lone actors radicalized online, sometimes within weeks. --- The positions --- Europol's document finds that the Islamic State and Al Qaeda gained territory and fighters in the Sahel in 2025 and cites migratory pressures among the factors reshaping terrorism in Europe. It also acknowledges that fear persists of infiltration by individuals determined to commit violent acts, a concern that in Spain took shape after the mass entry into Ceuta on July 30 and 31. --- What remains unknown --- The report does not detail how many of the 100 arrests in Spain ended in conviction or how many remain under investigation. It also does not specify what share of the arrested minors was recruited exclusively online, or what prevention resources accompany the police response in each member state. --- Unanswered questions --- How many of the 100 arrests recorded in Spain in 2025 will end in a final conviction? What prevention measures are applied to the 108 detainees aged 18 or under across the Union? How is early detection strengthened for lone actors radicalized online within a matter of weeks? --- EPM analysis --- In Spain, after July 30 and 31 in Ceuta, information services identified among the new arrivals more than a dozen people with records or flags for jihadism, according to police sources and public statements by a police union. At least three were expelled in August. On September 10, the Civil Guard identified at a checkpoint in Tarajal a man with a final jihadism conviction from 2015 and an entry ban. 📌 EPM Take: In EPM's view, leading arrests for the third consecutive year reflects detection capacity, but also an exposure that arrests alone do not resolve. With 108 detainees aged 18 or under across the Union and radicalizations completed within weeks, early prevention and monitoring of repeat offenders weigh as heavily as the annual number of police operations in any serious assessment of the risk. The balance between security, integration and due process will decide whether that figure falls in the next annual European assessment.
