Rains put 23 Dominican provinces on alert amid flooding

A trough linked to a low-pressure system keeps 23 Dominican provinces on alert, with 12 under yellow and 11 under green, urban flooding, landslides and more…

--- The context --- The Dominican Republic faces a spell of heavy rain linked to a trough associated with a low-pressure system located northwest of the country. The phenomenon has already caused urban flooding and landslides in different localities, according to what the authorities have reported so far. --- The facts --- The Emergency Operations Center raised to 23 the number of provinces under weather alert. Twelve provinces are under a yellow alert: Pedernales, Bahoruco, Independencia, Barahona, Azua, San José de Ocoa, San Juan, Monte Plata, Santo Domingo, San Cristóbal, Peravia and the Distrito Nacional. Another 11 provinces remain under a green alert: La Vega, San Pedro de Macorís, Monseñor Nouel, Sánchez Ramírez, El Seibo, Samaná, Dajabón, Elías Piña, Hato Mayor, La Altagracia and La Romana. Together, both alert levels cover a wide share of the national territory. More than 200 millimeters of rain have accumulated in the southwest region, while up to 113 millimeters were recorded in Greater Santo Domingo over a 24-hour period. Those rains caused flooding in urban areas and landslides in communities in the interior of the country. --- The positions --- The Emergency Operations Center urged the population to stay attentive to official bulletins and to avoid risky situations, especially in areas vulnerable to flooding and landslides, where families with the least room to maneuver are often the most exposed to harm. The director of the Dominican Institute of Meteorology, Gloria Ceballos, indicated that the rains will continue over the coming days, although they are expected to gradually diminish toward Friday. Her warning sets the immediate horizon for people living or traveling through vulnerable areas. Response institutions and the Ministry of Public Works maintain coordination actions to assist affected families. They also have heavy equipment available to clear roads if they become obstructed by the rains in different parts of the country, according to the official report. --- What remains unknown --- The full detail of damage to homes, roads and communities affected by the reported flooding and landslides is still not known. Nor has it been specified how each area under alert will evolve while the rains continue over the coming days across the country. --- Unanswered questions --- How many families have been affected by the reported flooding and landslides across the country? Which roads have been obstructed and which have already been cleared by heavy equipment? Will the rains gradually diminish toward Friday in every province under alert? Will the yellow and green alerts remain in place or change as the trough evolves? --- EPM analysis --- The combination of yellow and green alerts across 23 provinces reflects a broad risk, not an isolated episode. The totals in the southwest and Greater Santo Domingo explain the pressure on urban areas and inland communities, and they require sustained prevention while the rain continues. 📌 EPM Take: In EPM's view, the immediate priority is to protect people who live in areas vulnerable to flooding and landslides, with clear official information and help that reaches affected families on time. Alerts only work if they become concrete prevention in each community, roads cleared when they are obstructed and continuous follow-up until the rains diminish. The country already knows the pattern of these episodes, and the coordinated response of its institutions should be measured by its ability to anticipate harm, not only to react once water has already entered people's homes.
