Cristóbal Pérez, Second Leader of Teófilo Forero, Captured in Caparrapí

The Army and Police captured Wilmer Castillo Duarte, alias Cristóbal Pérez, second leader of Teófilo Forero, in Caparrapí, Cundinamarca.

--- The context --- Teófilo Forero, linked to the Segunda Marquetalia, is identified by authorities for extortion networks and armed commissions in Huila and Caquetá. Capturing a commander at that level affects internal coordination and the illegal income used to pressure civilians. --- The facts --- The Army and Police captured Wilmer Castillo Duarte, alias Cristóbal Pérez, in Caparrapí, Cundinamarca, about 149 kilometres from Bogotá. President Abelardo De La Espriella reported he is the second leader of Teófilo Forero, part of the Segunda Marquetalia, and had spent nine years in the organization controlling armed commissions and extortion networks in Huila and Caquetá. Military intelligence indicates he had been in the organization for more than nine years. He is accused of ordering homicides, kidnappings and extortion, and of allegedly taking part in the killing of three people in Florencia and the burning of an ambulance in Hobo, Huila. The main leader is alias Doble Cero, Edison Rojas Silva, and that armed wing would have about 110 armed men and 85 in support networks. --- The positions --- President Abelardo De La Espriella said, in attributed indirect terms, that the capture strikes the command structure, weakens illegal finances and curbs territorial expansion, and that there will be no hiding place or safe refuge for those who murder, extort and sow terror. Military sources indicated he constrained civilians, controlled extortion and had, according to their account, taken part in homicides and terrorism. --- What remains unknown --- The specific prosecution charges are not yet known, nor the measures to protect communities described as constrained. It is also unknown whether operations will target support networks or what will happen to the command line of alias Doble Cero. --- Unanswered questions --- What charges will alias Cristóbal Pérez face and when will his legal situation be defined? How will people in Huila and Caquetá be protected from reprisals or reshuffling? Will extortion attributed to Teófilo Forero verifiably fall? --- EPM analysis --- The value of the blow depends on prosecution and a sustained state presence. Without solid evidence and effective protection, the structure could replace the commander and keep pressuring communities. 📌 EPM Take: In EPM's view, the capture in Caparrapí is a relevant advance by the security forces and by President Abelardo De La Espriella's security policy, because it reaches a second leader accused of sustaining extortion and violence in Huila and Caquetá. Its real value will be measured in prosecution, in effective protection of civilians and in whether support networks are prevented from rebuilding. Striking the command helps only if the state stays, investigates and guarantees rights in the territory.
