Briceño alleges Tierra Sua contracting scheme in Boyacá governorship

Representative Daniel Briceño alleged that Tierra Sua would be used as a contracting vehicle for the Boyacá governorship and released an audio of Assembly…

--- The context --- House Representative Daniel Briceño, of the Democratic Center, denounced what he described as a contracting scheme in the Boyacá governorship through Tierra Sua, a departmental public-private company. The congressman questioned how the department and public money are administered. --- The facts --- Briceño released an audio in which, he said, Assembly member John Álex López gives details of what would happen with contracting in Tierra Sua. According to the congressman, López is close to Governor Carlos Amaya and to former representative Wilmer Castellanos, who would be Amaya's candidate for the next regional elections. In the released audio, according to Briceño's account, López says the money was already guaranteed and in the hands of the governorship, and that it could not be changed to another purpose. He also describes the mixed fund as a figure in force for about two years, used by mayoralties and governorships. --- The positions --- López also acknowledges, according to the recording, that the Supreme Court of Justice halted the mixed funds after several lawsuits were filed and that the high court prohibited contracting with them. He reportedly described the scheme as contracting parallel to Law 80. Briceño maintained that the contracts were about to be handed over while bypassing Law 80. --- What remains unknown --- Briceño warned that the Assembly member would be accepting that a contracting process was halted for resources that Wilmer Castellanos, an ally of Amaya, had supposedly managed to move from the Petro government to the department. The congressman also said the money would end up at the end of the year in the hands of people close to the governorship. --- Unanswered questions --- How did the Assembly member know the resources would end up in the hands of close people if the contracting has not yet taken place? What was the exact scope of the high court's decision on mixed funds for Boyacá? Will the governorship provide a public, documented explanation about the intended destination of money described as already guaranteed? --- EPM analysis --- As denounced, the case touches the core of democratic oversight: public money, general contracting rules and political closeness among those named. 📌 EPM Take: In EPM's view, the most serious element is not the harsh language of the complaint, but the sequence attributed to López in the audio: guaranteed money, contracting about to close through a parallel route, and a final destination in hands close to the governorship. If confirmed, that sequence would damage public trust in Boyacá. The department therefore deserves clear answers and verifiable documents, without condemning anyone in advance, but also without downplaying an allegation involving resources that belong to everyone.
