Colombia's president, Abelardo De La Espriella, set December 31 as the deadline to have ready the measures that would prevent an electricity blackout linked to the El Niño phenomenon. --- The context --- Colombia confirmed on October 8 the arrival of El Niño, which could last until mid 2027 and reduce rainfall, especially in the Andean, Pacific and Caribbean regions, affecting the water available in reservoirs and increasing the pressure placed on electricity generation across the connected system. --- The facts --- In a televised address, the president announced that he had ordered a special team with named responsibilities and concrete tasks, and that before the deadline emergency measures must be under way to strengthen thermal generation, manage reservoirs and protect the service, above all in the most vulnerable regions. The director of Ideam, Andrés Herkrath Sanclemente, described the event as strong to very strong in intensity, pointed to an 83 % probability that it will remain at least until March 2027 and explained that below-average rainfall is expected in October and November, with a larger deficit in December, without meaning a total absence of rain. --- The positions --- De La Espriella argued that less water in reservoirs and more pressure on generation reflect a lack of preparation rather than bad luck, repeated that his government must reduce the risk of rationing as much as possible and leave a prevention route with responsibilities and dates, and criticized the administration of his predecessor Gustavo Petro, from the 2022-2026 period, for lack of foresight. --- What remains unknown --- The public detail of each assigned task is still unknown, as is how execution responsibilities will be divided and what concrete results must have been verified when the deadline set to protect the service expires. --- Unanswered questions --- What concrete measures will be operating before December 31 in the most vulnerable regions? How will it be verified that reservoir management effectively reduces the risk of rationing? What will happen if December rainfall confirms the larger expected deficit and pressure on generation increases further? --- EPM analysis --- The decision turns an already confirmed climate warning into a commitment with a date, responsibilities and tasks, focusing on protecting the service in advance before the phenomenon extends through the first half of 2027. 📌 EPM Take: In EPM's view, setting a deadline protects people better than waiting for scarcity to force a reaction, because it requires thermal generation, reservoir care and priority attention for the Andean, Pacific and Caribbean regions to be prepared in advance. Success will depend on the special team being accountable through verifiable tasks and on prevention reaching the most vulnerable households first, since they would be the earliest to suffer rationing if the plan is delayed or remains incomplete before the stated deadline expires.
