Meloni presses Brussels on cheaper energy and an emergency migration framework

--- The context --- Italy's prime minister, Giorgia Meloni, addressed the press after the European Council meeting of 15 and 16 October, which she described as intense, and reviewed the matters she considered most important for Italy, starting with competitiveness and energy costs. --- The facts --- On competitiveness, Meloni highlighted energy prices. She said the Council conclusions include issues her government had raised in recent weeks, including through the joint document with the Czech Republic on the ETS: the Market Stability Reserve, ETS2 and the need to assess its timing and safeguards, and a review of the ETS, which she called particularly urgent. In parallel, she said negotiations with the European Commission have been completed on the energy bills decree law approved months earlier. She described the talks as long but constructive and said the solution allows action on how electricity prices are generated and on the impact of gas costs on them, in order to reduce bills. --- The positions --- Meloni said she was optimistic after speaking with Commission President Ursula von der Leyen about Italy's requests for greater flexibility. In her view, significant progress is being made and there is scope for more flexibility within the current rules, including for energy investments. On migration, she explained that a debate had begun and would be completed at the next European Council meeting. She welcomed the Commission's announcement of an emergency measures framework enabling an immediate response in a crisis, citing Ceuta at the start of August as an example, and recalled that Italy had raised the issue months earlier in its draft security law. --- What remains unknown --- On the Multiannual Financial Framework, she said cohesion and agriculture resources, her government's priority, have been defended for now, though the debate is far from over. On Ukraine, she noted the meeting with President Volodymyr Zelensky and the discussion on how to keep supporting the country under attack. --- Unanswered questions --- How will the flexibility Italy seeks within the current rules take shape? When will the migration debate be completed at the next European Council meeting? Will the emergency framework respond immediately in crises such as Ceuta? Will the defended cohesion and agriculture funding survive the final budget debate? --- EPM analysis --- The approach combines immediate results, such as the bills decree agreement, with sustained pressure on the ETS and the budget framework. Italy also presents its emergency migration proposal as its own idea that the Commission is now taking up. 📌 EPM Take: In EPM's view, Meloni leaves the European Council with a tangible result on energy and with her migration agenda placed at the centre of the European debate, yet the two decisive battles remain open: effective flexibility within the existing rules and the final shape of the Multiannual Financial Framework. The real value of what was announced will be measured when the ETS review, the ETS2 safeguards and the emergency framework turn into concrete decisions and lower bills for Italian households.
