Pereira reconstruction funds target housing and businesses

Pereira announced support for more than 900 entrepreneurs, Fondo Milagro housing resources, coffee grower participation and the Invico building implosion on…

--- The context --- Pereira is trying to move from the earthquake emergency toward a reconstruction with a social focus. The event brought housing, business and farming together in one package, with attention to families with damaged homes, halted entrepreneurs and affected coffee growers. --- The facts --- The business sector will receive more than $4.000 million for more than 900 entrepreneurs and small and medium businesses affected, with individual subsidies of $5 million to recover commercial activity. Five symbolic handovers were held. For housing, the Fondo Milagro has a first allocation of $624.656 million from a World Bank loan and $377.000 million for support managed by the national disaster risk agency. In November, $826.000 million from the Housing Ministry will be added for improvements and housing solutions in urban and rural areas. Ten symbolic rehabilitation handovers were held, and a National Police patrol officer and a citizen from Dosquebradas received symbolic keys. The National Federation of Coffee Growers will take part in housing improvements and will execute, with Fondo Milagro resources, help for coffee growers. The Invico implosion will be on November 15, and at least 12 large buildings require that procedure. --- The positions --- De La Espriella explained that the Fondo Milagro was formally established in early October and began operating on day 7. He defended the launch timetable, said his government worked long days and announced personal follow-up on the projects. He also mentioned $2.7 trillion in tax facilities to support economic recovery. --- What remains unknown --- The full disbursement calendar and the final list of beneficiaries by neighborhood and sector are still unknown. The criteria for prioritizing urban over rural housing were not detailed either, nor was the timetable for the other implosions. --- Unanswered questions --- When will families receive effective help and not only a symbolic handover? What criteria will define which homes and businesses access the resources first? How will it be guaranteed that coffee growers receive Fondo Milagro support on time? --- EPM analysis --- The package combines external credit, disaster risk management, housing and tax relief. Its social component is central, because rebuilding structures without sustaining incomes leaves the emergency intact. The Invico implosion, the first of this type in a high-rise building in Pereira, will set the technical pace of a complex urban phase. 📌 EPM Take: In EPM's view, the rebuilding of Pereira will be judged in homes and not in announcements, because a family without a rehabilitated house or a coffee grower without effective help will still be living the emergency even though the allocations already exist on paper and symbolic ceremonies have already taken place in public with keys and commitments repeated by the authorities during a day full of legitimate and urgent public expectations for everyone.
