Restrepo and Cepeda clash over debt and Colombia's 2027 budget plan

Vice President José Manuel Restrepo defended the 2027 budget and attributed to the government of Gustavo Petro a debt rise from $800 billones to more than…

--- The context --- Colombia is arguing over the state of its public finances after a change of government and over what that inheritance means for the 2027 national budget. Sensitive spending and market confidence both depend on whether the figures are credible. Congress returned the initial plan when the government of Abelardo De La Espriella took office, and a larger proposal was then presented and signed into law. That increase triggered the clash now pitting the vice president against a leading opposition senator. --- The facts --- Vice President José Manuel Restrepo said the adjustment responded to omitted expenses and to revenue that did not reflect public finances. He also warned that the fiscal crisis could erupt in March 2027 if current imbalances are not corrected. Restrepo said the initial budget included no allocations for health, pensions, the state payroll, public universities or debt interest. He added that in 2024 tax collection came in COP 71 trillion below forecast. He further stated that public debt rose 50% between 2022 and 2026, from $800 billones to more than $1.200 billones in the terms used in the debate. He also said spending under the government of Gustavo Petro grew more than 40% compared with 2022 and that the country paid twice as much in interest. --- The positions --- For Restrepo, the new project reflects the real financial situation, orders public finances, restores market confidence and promotes growth. In his assessment, average growth of 1.6% over the past two years was insufficient and private investment stands at its worst level in 51 years. Senator Iván Cepeda described the cynicism he attributed to Restrepo as monumental. He recalled that the vice president served as minister of commerce, industry and tourism and as finance minister under Iván Duque, when the 2021 social outbreak occurred. Cepeda also warned of an emerging social and political confrontation that could become sharper if the government stays its course. He said decisions in the executive's first two months could trigger mass mobilization and could even lead to a strike or a general stoppage. --- What remains unknown --- It is not yet clear how the imbalances identified will be corrected or whether there will be dialogue between the government and the opposition on the fundamental issues Cepeda raised. --- Unanswered questions --- Will the 2027 budget cover the allocations that Restrepo said were left out of the initial plan? What measures would prevent fiscal tension from worsening toward March 2027? Will there be talks with the opposition, or will confrontation grow in Congress and in the streets? --- EPM analysis --- The government focuses on debt, spending and overestimated revenue, while the opposition shifts attention to the social cost of current decisions and to the ministerial past of the official defending the adjustment. The October 14, 2026 mobilization, cited by Cepeda as the start of opposition in the streets, adds pressure to a debate that is no longer only about the budget. 📌 EPM Take: In EPM's view, the debate requires separating data from slogans and demanding that every figure be supported by comparable public documents. Debt, tax collection and spending can be verified, and that evidence should be used to judge both the inheritance attributed to the previous government and the current government's ability to correct it without breaking social cohesion. If the executive orders the accounts transparently and the opposition provides oversight with proposals, the budget can be a necessary correction rather than the start of a larger political crisis for Colombia.
