Feijóo pledges one million homes and tax breaks for stable leases

Feijóo unveiled his housing plan in Seville: one million homes, three laws in one hundred days, deductions for leases extended three years below inflation and…

--- The context --- Alberto Núñez Feijóo has placed housing among his main commitments if he governs after the general elections of November 29. The PP president announced on Wednesday in Seville, at an event in Abades Triana by the Guadalquivir alongside Andalusian president Juanma Moreno, that he intends to promote one million homes during the next legislature. --- The facts --- Feijóo committed that in his first one hundred days in La Moncloa the Council of Ministers will approve three laws: the Land Law, the Law against squatting and the reform of the horizontal property law. To speed up land availability he proposes making all available land ready, simplifying procedures and generally applying positive administrative silence after 90 days. The anti-squatting law would allow squatters to be evicted within 48 hours. In the rental market, he announced tax deductions for landlords and tenants who agree to extend by up to three years the contracts coming up for renewal, provided rent rises stay below the CPI. He argued that he seeks to avoid a confrontation between landlords and tenants and that greater legal certainty would bring more homes onto the rental market. --- The positions --- Young people feature in another part of the proposals: guarantees of up to 100% for a first home purchase and a 60% cut in VAT and transfer tax for under-40s. By his calculations, a young person who buys a 250,000-euro home after five years of work could save 25,000 euros in taxes and need 50,000 euros less to arrange the mortgage. The plan includes the Youth Home Savings Pot, a housing account for under-40s with deductions on contributions and no tax on returns. Feijóo wants to involve every administration, regardless of political colour: the first Conference of Presidents would include the housing plan as one of its main items and would bring in the FEMP, chaired by the mayor of Jerez, María José García-Pelayo. Moreno, for his part, linked housing to infrastructure and recalled that in almost seven years more than 182,000 new homes have been promoted in Andalusia, 18,300 of them subsidised. --- What remains unknown --- The budgetary cost of the package of deductions and guarantees remains unknown, as does whether regions and councils would accept coordinating on the PP's terms to speed up construction. --- Unanswered questions --- How much will the deductions and the 100% guarantees cost? Can the legislative package be approved in the first hundred days? Will one million homes arrive in a single legislature with 90-day positive silence? --- EPM analysis --- The plan combines immediate legislation, incentives for stable renting and a fiscal push for young people to buy their first home. 📌 EPM Take: In EPM's view, the Seville announcement has a virtue that is rare in a campaign: it puts concrete dates and laws, one hundred days and three bills, on its central housing promise. Deductions in exchange for three years of rents below inflation treat the landlord as an ally rather than the culprit, and that can bring flats onto the market. The reasonable doubt is the usual one: without a calculated cost or real land available, the million homes may remain a slogan. Voters should ask for the full figures before the November 29 election day.
