Peru plans Bukele-style mega prison to be built in ten months

--- The context --- Peru is debating how to regain control of its prisons, in a discussion where the Salvadoran model is a constant reference. Against that backdrop, the government presented a proposal inspired by the Terrorism Confinement Center, known as Cecot, the mega prison promoted by Nayib Bukele. --- The facts --- Defense Minister Rafael Belaúnde announced this Sunday in an interview that the government intends to build, within ten months, a maximum-security prison inspired by the Salvadoran model. As he explained, a closed regime would apply: inmates 23 hours and a half each day in their cells and half an hour of yard time, with individual exits. He also mentioned possible permanent solitary confinement, while noting it would have to comply with Peruvian legislation and international human rights conventions. The announcement precedes President Keiko Fujimori's visit to El Salvador, from 28 to 31 October, with Foreign Minister Carlos Espá and Justice Minister Ernesto Álvarez. The agenda includes a private meeting with Nayib Bukele, meetings with Salvadoran ministers of Justice and Public Security, Education and Health, and visits to Cecot, a school and a hospital. Cecot is located in Tecoluca, more than 75 kilometers from San Salvador, guarded from towers of more than 15 meters, and its construction was questioned by the opposition and human rights organizations during the state of exception. --- The positions --- According to Belaúnde, the most dangerous inmates must remain segregated and without links to the outside, and perimeter and gate control must be in the hands of the Armed Forces, with high-technology equipment against chips and cell phones entering. The Salvadoran experience, in contrast, has been questioned by the opposition and human rights organizations. --- What remains unknown --- The location, cost and design of the prison are still unknown, as is the legal text for permanent solitary confinement. It is also unclear how such a closed regime would fit Peruvian legislation and the international conventions the minister cited as a limit, or what the presidential visit will bring. --- Unanswered questions --- Can a prison of this scale be built in ten months without cutting guarantees or oversight? What safeguards will inmates have against permanent solitary confinement? Who will oversee military control of the perimeter and the gate? How will the urgency to show results avoid weakening due process? --- EPM analysis --- The proposal transfers the core of the Salvadoran model to Peru: prolonged confinement, segregation and a military presence on the perimeter. Its viability depends not only on construction, but on legal fit and external oversight. The government has already declared five penitentiary centers in emergency and seeks to expand military participation through delegated legislative powers, while working with the Foreign Ministry to expel irregular foreigners involved in crimes, with temporary detention centers and expulsions in groups of 50 or 100. 📌 EPM Take: In EPM's view, the promise to build a Cecot-inspired mega prison in ten months tests the Peruvian state on two fronts at once: its capacity to deliver an exceptional facility and regime without overflowing its own legality, and its obligation to show that extreme confinement reduces crime without eroding basic rights. Without verifiable safeguards, independent oversight and realistic deadlines, the project risks copying the harshness of the Salvadoran model without copying its results, while inheriting all of its controversies instead.
