IACHR Condemned the Killing of a Journalist in Anori, Antioquia

The IACHR rejected the murder of community communicator Julián Andrés Hincapié, found dead in Anori, Antioquia.

--- The context --- The Inter-American Commission on Human Rights rejected the murder of community communicator and social leader Julián Andrés Hincapié, found dead on October 2, 2026 in a rural area of Anori, Antioquia. The Ombudsman Office has warned of intensified confrontation between armed groups in the northeast of the department, including that municipality. --- The facts --- Hincapié had been reported missing since September 10, after allegedly leaving his home accompanied by a neighbor. According to information from open sources, he was interested in documenting matters related to the armed conflict and artisanal mining. With his murder, the number of journalists killed in Colombia during 2026 reached four, after the cases of Mateo Pérez Rueda, Cristian Herrera and Jader Luis Durango, as reported by the Special Rapporteurship for Freedom of Expression. --- The positions --- The Rapporteurship said it has taken note of warnings from civil society organizations about the risks and threats faced by journalists in Antioquia. According to the body, the context of armed confrontation represents a differentiated risk for those who report, take part in community processes and defend rights in the region. The Rapporteurship asked the authorities of Colombia and Guatemala to carry out prompt, exhaustive and diligent investigations to clarify the circumstances and the possible motives of the crimes, as well as to identify, prosecute and punish those responsible. It also asked to clarify whether the crime was related to the reporting work of Hincapié, without establishing that this was the motivation. The statement also rejected the murder of Evelio Lisandro López Sánchez, which took place on October 2 in San Pedro Necta, Huehuetenango, Guatemala, attacked with a firearm as he returned home. He founded and ran a local digital outlet and, according to reports cited by the Rapporteurship, had allegedly reported death threats and intimidation over his work days before the attack. With his case, three communicators would have been killed in Guatemala during 2026, after Carlos Humberto Cal Ical and Emerson Dinael Colindres. --- What remains unknown --- The statement does not establish that the reporting work was the motivation for the murder. The investigations must determine the circumstances and motives, as well as the possible link between the crime and the work the victim wanted to document. --- Unanswered questions --- Will it be determined whether the murder of Hincapié was related to his reporting work? What urgent and effective measures will be adopted to protect communicators at risk in Antioquia? Will the investigations succeed in identifying, prosecuting and punishing those responsible for these crimes? --- EPM analysis --- The case brings together the elements stressed by the Rapporteurship: a community communicator who went missing before being found dead, a territory with active warnings over armed confrontation and a toll that already stands at four journalists killed in 2026. The body also recalled that murdering journalists is the most extreme form of censorship, affecting both victims and the collective right to receive information. 📌 EPM Take: In EPM's view, the inter-American rejection places the Anori case in its proper dimension, because this is not only a homicide to be clarified, but a test for the protection of community journalism in territories with armed confrontation, where reporting on the conflict and on mining exposes those who sustain local public life, and where only a prompt and exhaustive investigation capable of establishing whether the crime was linked to that work can restore confidence to the communities.
