Rains leave 2,670 affected and 32 communities cut off

Rainfall driven by two troughs left 2,670 people affected, 67 displaced, 534 homes affected and 32 communities cut off in the Dominican Republic, according to…

--- The context --- Rainfall recorded since early Tuesday, driven by two troughs, struck much of the Dominican Republic and exposed how vulnerable neighborhoods, roads and water networks remain. The impact fell on flood-prone urban areas and on rural communities isolated by rivers, streams and landslides. --- The facts --- According to situation report number 4 from the Emergency Operations Center, there are 2,670 people affected, 67 displaced and 534 homes affected. The report also listed 32 communities cut off, four roads and highways affected, one bridge and 28 aqueducts out of service, a situation that harms the drinking water supply for 948,603 users across different areas of the country. In Azua, officials counted 86 homes flooded in Punta de Garza, 29 affected in Guayacanal, 147 in Las Charcas, 82 in Mono Mojado, 25 in Duvergé and 40 in the southern part of El Palmar. In Santo Domingo, 30 homes were affected in El Caliche, in the National District 19 homes were affected and 11 people were displaced, and in Peravia 19 homes were flooded in Matanzas. --- The positions --- The emergency agency said 50 people were temporarily moved to the shelter at the Juan Julio Blanchard school in San Antonio de Guerra, and that all later returned to their homes. It also said it is keeping its Contingency Plan active, in permanent coordination with the emergency institutions taking part in the response. --- What remains unknown --- It is still unknown how long it will take to restore the 28 aqueducts or to normalize access to the 32 communities cut off. The total cost of damage to homes, roads and the affected bridge has not been specified either. --- Unanswered questions --- When will drinking water return for the 948,603 users affected by the aqueducts out of service? What support will families receive whose homes were flooded in Azua, Santo Domingo and Peravia? What concrete works will prevent the same communities from being cut off again when the next trough arrives? --- EPM analysis --- The social dimension lies in water and isolation: without aqueducts, hundreds of thousands of users face a silent emergency, and without roads, help takes longer to arrive. El Seibo suffered a landslide at kilometer 12 of the Miches-El Seibo road, with passage restored by Public Works, while in Los Cacaos, in San Cristóbal, five people were moved to safe places. 📌 EPM Take: In EPM's view, the immediate response worked to evacuate people, provide temporary shelter and restore at least one key route, but the toll of 2,670 people affected and 948,603 users without normal water service shows a structural problem that operations alone cannot solve. The priority must be to protect families in flood-prone areas first, restore water under public and verifiable deadlines, and turn every community that was cut off into a concrete prevention project before the next emergency, instead of waiting to count flooded homes again.
