--- The context --- According to the fourth report of the Migration Policy Observatory, the Dominican State has expanded its capacity to manage migration control with more personnel, wider territorial presence and technological surveillance tools. According to the Observatory, the assessment tracks the 15 measures announced by the Executive Branch in April 2025 and uses data published by the responsible institutions. --- The facts --- According to the Migration Policy Observatory, the General Directorate of Migration is present in all 32 provincial districts and recorded 3,602 operations between April and August 2026. According to the same assessment, reported reoffending fell from 6% to 4% during that period. According to the General Directorate of Migration, officers assigned to interdiction and border control rose from 235 in October 2024 to 1,272 in August 2026, an increase of 1,037. According to the institution, another 116 officers work in intelligence, investigations, internal affairs and legal support, and about 300 trainees are completing a 16-week program, according to Migration authorities. --- The positions --- According to the Ministry of Defense, which reported on October 26, 11,000 soldiers remain deployed on the border, with smart cameras, fiber optics and drones operated from the C5i Command and Control Center. According to the Observatory, field visits in September found operational improvements. According to its recommendation, institutional strengthening must come with accountability, due process and dignified treatment. --- What remains unknown --- According to the Observatory's balance, pending tasks include regulations for border markets, the incorporation of Dominican workers into agriculture and construction, and productive modernization. According to the Observatory, differences among some statistics still need to be reconciled and complaints about migration actions need follow-up to ensure accountability. --- Unanswered questions --- How will institutions reconcile the differences among some statistics identified by the Observatory? What follow-up will complaints about migration actions receive to guarantee due process? When will the regulations for border markets be consolidated? How will the incorporation of Dominican workers into agriculture and construction move forward? --- EPM analysis --- The figures attributed to the Observatory and to the institutions show measurable growth in personnel, coverage and technology. At the same time, according to the Observatory itself, operational capacity should also be measured by statistical transparency and by the treatment given in each operation carried out by officers. 📌 EPM Take: In EPM's view, the progress described by the Observatory matters because it combines presence in all 32 provinces, more trained officers and technology on the border, three factors that, according to the institutions, strengthen migration control. However, the credibility of that effort will depend on addressing what the report itself leaves pending: reconciled statistics, verifiable follow-up of complaints, due process and dignified treatment. Without that second part, operational growth would remain incomplete and open to legitimate doubts about its institutional and human quality.
