--- The context --- The third ministerial meeting of the UK-Morocco Association Council took place in London on 12 November 2025. It followed the fifth Strategic Dialogue in Rabat in June 2025 and a historic decision to enhance the bilateral relationship. The parties noted a diplomatic relationship dating back over 800 years. --- The facts --- The former UK Minister for Trade welcomed Morocco's Minister of Industry and Trade for wide-ranging discussions focused on trade and investment. Both Ministers welcomed the significant growth in bilateral trade, now worth £4.6 billion, and acknowledged the launch of the enhanced partnership in June 2025. The Ministers reaffirmed the importance of advancing the Association Agreement to deliver tangible benefits for citizens in both countries. They agreed to consider if agreement could be reached on agricultural tariffs to pursue further discussions, seeking enhanced access to agricultural exports. They also agreed in principle to amend the Rules of Origin Protocol as necessary, and to conduct technical discussions on the UK's latest proposal as a matter of priority, providing certainty for traders and facilitating more flexible and competitive supply chains. --- The positions --- Both parties welcomed progress following the arrangements signed in June 2025 and the creation of the Public Procurement Memorandum of Understanding. Morocco expressed willingness to incorporate a binding legal instrument within the Association Agreement. They also celebrated the World Cup Taskforce and the Government-to-Government partnership signed on the FIFA World Cup 2030 for critical infrastructure projects. The UK noted with interest Morocco's proposals on health, tourism and higher education, and shared that it has committed up to £5 billion in export finance to support strategic projects across Morocco. --- What remains unknown --- It is not yet known whether agreement can be reached on agricultural tariffs, because the text records only a commitment to consider that possibility. The outcome of the technical discussions on rules of origin is also unknown, as are the decisions of the procurement working group, which will hold its inaugural meeting in early 2026. --- Unanswered questions --- Will the two parties reach agreement on agricultural tariffs? What changes will emerge from the technical discussions on the Rules of Origin Protocol? Which barriers will the procurement working group address first in early 2026? --- EPM analysis --- The communique turns a long diplomatic history into a practical agenda: agricultural access still to be negotiated, more flexible supply chains, procurement backed by a binding instrument and committed export finance. It also recognises Morocco as a key gateway to Africa's socio-economic development. 📌 EPM Take: In EPM's view, the strength of this communique lies in joining an 800 years diplomatic relationship to measurable work: trade already worth £4.6 billion, up to £5 billion committed in export finance and concrete mechanisms on tariffs, origin and procurement. Its real test will come when the technical discussions produce decisions and when the procurement working group meets in early 2026, because only then can the tangible benefits promised to citizens in both countries be checked against everyday practice and delivery.
