Huila strengthens security after chain of attacks in Algeciras

--- The context --- Algeciras is a coffee-growing municipality two hours by road from Neiva, on the border with Caquetá, known as the Agricultural Pantry of Huila and home to about twenty-five thousand people who work mainly in farming and coffee. That productive life now coexists with a chain of explosive and drone attacks that has turned fear into daily pressure on the civilian population. According to the departmental count, Algeciras has endured seven explosive attacks this year and Huila has recorded eight, aimed at shops, the mayor's office and the public utilities company. For local families, the violence is not an isolated event but a repeated method to intimidate and pressure the payment of extortion, as the authorities warn. --- The facts --- The most recent incident occurred on the night of October 31, 2026, against a nightlife venue crowded with people celebrating Halloween. One police patrol officer was killed, two officers were wounded and four civilians suffered shrapnel injuries. A week earlier, on October 24, an explosive went off in Hobo against a drugstore, causing damage to the facade and the door of the premises, after which the attackers fled by motorcycle and fired at the Police without being captured. The chronology in Algeciras began on May 23, when an improvised device was set off against the Coagrohuila coffee growers cooperative in the central area, and four days later another explosive was detonated against the same entity. On August 27 the mayor's office was targeted by a strong blast that caused material damage to the building next to the prosecutor's office, and in August a low-power explosive hit a drugstore location. On August 12, two members of the Army's Ninth Brigade were killed on the road toward the Quebradón Norte rural district and more than ten soldiers were seriously wounded. On October 4 an explosive was set off against the facilities of the Algeciras public utilities company, with no injuries but with material damage. According to what the authorities established, that entity had allegedly been demanded a payment of seventy million pesos in exchange for not being attacked. Drone actions have also hit Police stations in Aipe, Palermo, Teruel, Íquira, La Plata and Neiva, as well as mayor's offices and homes, and on August 7, the day President Abelardo de la Espriella took office, a drone carrying explosives damaged the station and the mayor's office in Teruel, wounding two officers and two civilians. --- The positions --- The authorities attribute this chain of attacks to the Iván Díaz structure, part of the Jorge Suárez Briceño bloc of the dissidents commanded by alias Calarcá, and they also point to the presence of the Ismael Ruiz, Hernando González Acosta and Darío Gutiérrez fronts, as well as factions of alias Mordisco. According to the authorities, those structures finance themselves through extortion and control of illicit rents, summoning their victims under threats in neighboring Caquetá to impose obligatory monthly payments. This week, Huila governor Rodrigo Villalba Mosquera confirmed the arrival of 530 soldiers to strengthen security and increase operations against illegal groups, with whom the Rapid Deployment Force, known as Fudra, will be formed again. As reported, the governor had requested that reinforcement after a security council in Neiva with the defense minister and senior Army and National Police commanders. Algeciras mayor Alexander Martínez called at the time for continued alert against possible further attacks. --- What remains unknown --- There are no confirmed captures for the Hobo attack and no public identification of those directly responsible for each explosion, nor a complete official balance of damage to shops, public entities and homes. It also remains to be specified when the requested anti-drone systems will arrive and within what timeframe the perimeter mesh requested for eleven Police stations will be installed, commitments that, according to the department, the Defense Ministry acquired. --- Unanswered questions --- How many extortion complaints have shopkeepers and coffee growers in Algeciras filed this year and how many have received effective protection? On what exact date will the Rapid Deployment Force become operational in the hardest-hit municipalities? When will the Army and the Police receive the anti-drone systems requested for the department? What concrete measures will protect civilians summoned under threats outside Huila to pay extortion? --- EPM analysis --- The pattern described by the authorities combines low- and medium-power explosives, nighttime motorcycle attacks and drones against stations, a mix designed to strike symbols of authority and visible businesses. Behind it lies an economy of fear: each damaged facade pressures an entire trade sector to pay. That is why the arrival of the 530 soldiers will only have a lasting effect if it is accompanied by real protection to report, investigation of the collection networks and sustained presence on the routes toward Caquetá, where, according to the authorities, the payments are imposed. 📌 EPM Take: In EPM's view, the chain of attacks in Huila shows violence designed to govern through fear over hardworking communities that only want to farm, sell and celebrate in peace. Protecting civilians must be the center of the response: without safety to report extortion, no deployment is enough. Rebuilding the Rapid Deployment Force with 530 soldiers is an opportunity to close the protection gap described for this year, provided the presence is permanent, victims are cared for and the money that finances each device planted at night is pursued relentlessly in the region.
