Austerity for the holidays: government reins in festive spending

The Presidency of the Republic has issued an austerity circular addressed to ministries and national government entities, setting clear guidelines for Christmas celebrations and year-end activities. The directive was signed by Carlos Ríos, director of the Administrative Department of the Presidency, and its central message is straightforward: public resources must serve institutional duties and the general interest, not finance parties. --- The context --- The year-end season tends to multiply receptions and team celebrations across public entities, and with them contracts for food, decoration and logistics. According to the circular cited, that spending must be rationalized and restricted whenever its purpose is exclusively festive, so that budget appropriations are directed as a priority toward the fulfillment of each entity's duties and toward collective needs. --- The facts --- In accordance with what was reported, the main guideline orders entities to rationalize and restrict the allocation of public resources for Christmas celebrations, gatherings, receptions, banquets and other year-end activities of an exclusively festive nature. The circular also calls for abstaining from promoting procurement processes, signing contracts, agreements or purchase orders whose main purpose is to finance such celebrations, including food, beverages, decoration, entertainment, venue rental and logistics services. That abstention applies, according to the text made public, when there is no duly justified institutional need and no sufficient legal basis. The circular further provides that Christmas integration activities must be voluntary, without imposing attendance obligations or economic contributions on public servants and contractors, and favoring initiatives that do not commit budget resources or affect the continuity of public service. --- The positions --- The position of the government of President Abelardo De La Espriella, as expressed in the circular, is that austerity is also decided in the small details of the season. The document therefore orders stronger budgetary, contractual and administrative review mechanisms, to verify that public money does not end up financing exclusively festive activities through logistics, welfare, communications or institutional event contracts that distort the purpose of the spending. --- What remains unknown --- The circular cited does not specify amounts, percentages or savings targets, and no reactions from third parties are known so far. It remains to be seen how each entity will document compliance and how it will be verified that no contract under another name ends up covering festive expenses. --- Unanswered questions --- How will each ministry and entity apply the guidelines of the circular to its own year-end activities? What criteria will spending officers use to distinguish a justified institutional need from an exclusively festive expense? Will there be public follow-up on compliance with the directive once the Christmas season is over? --- EPM analysis --- The measure matters beyond the season itself, because it sets a standard of conduct for the whole administration in an area where spending often goes unnoticed. By closing the door to parties financed through contracts carrying other names, the circular blocks a frequent shortcut and protects the purpose of public spending. Its effectiveness will depend on each entity's internal review. 📌 EPM Take: In EPM's view, the circular is right to place the care of public money at the center of the Christmas season, because every peso spent on a reception is a peso that does not reach the duties citizens expect from the State. Voluntariness also protects public servants and contractors from forced contributions that nobody should have to bear. If entities apply the directive with rigor and transparency, the year can close soberly without ceasing to be humane, and austerity will stop being an announcement and become a verifiable practice across the national government.
