Astrid Salamanca will remain in charge of the Colombian Senate administration

The plenary of the Colombian Senate reelected Astrid Salamanca as administrative director for the eighth consecutive time, with 96 votes in favor and one blank…

--- The context --- The Administrative Directorate makes the Colombian Senate work from the inside: it manages suppliers, contracts goods and services, administers spaces and handles maintenance. Without legislating, its office executes the public resources that sustain the daily operation of the institution. --- The facts --- The plenary reelected lawyer Astrid Salamanca as administrative director for the eighth consecutive time. She received 96 votes in favor and one blank vote, and she will remain for two more years at the head of an office that will execute a budget above $490.000 millones pesos. She has held the post since 2012 and, with the new period, she will reach 16 years in the role. The election took place after the vote on the text of the submission law and the hearing of the candidates on the shortlist. Her support grew compared with the previous election, when Salamanca obtained 94 votes in favor and two against, and her initial arrival in the post was linked to the backing of then senator Roy Barreras in 2012. --- The positions --- Before the vote, Salamanca presented an account of the management of the last two years. She thanked the plenary for its support and maintained that such backing was fundamental to strengthen transparency and protect public patrimony. She also acknowledged that resources were not enough to renew furniture or meet all maintenance needs, and she admitted that those fronts did not reach 100% of what was required. The director added that the administration executed the assigned budget with rigor and under fiscal control criteria. She pointed out that the Financial Audit of the Office of the Comptroller General of the Republic granted a clearance of accounts without qualifications to the administration, a decision which, as she explained, rated the management as efficient, and she held in closing that a strong and efficient Senate is fundamental for democracy. --- What remains unknown --- The director herself admitted pending furniture and maintenance items for lack of resources, but no amounts or schedules were detailed for addressing them. It is also not known in what order the coming term budget will be executed among contracting, suppliers and internal operations. --- Unanswered questions --- How will the directorate address the pending furniture and maintenance items? What transparency criteria will oversee contracting during the new period? Will the plenary keep its support when accounts are rendered on the coming budget? --- EPM analysis --- Salamanca continuity spans changes in presiding boards and in the political composition of the Senate. That fact speaks of an administration that commands majority trust, but it also focuses attention on a sensitive point: whoever executes public resources for so many consecutive years must render accounts with a level of detail proportional to that permanence. 📌 EPM Take: In EPM's view, the reelection confirms that the plenary values the administrative experience and the fiscal control endorsement that Salamanca displayed in her account, including the clearance of accounts without qualifications. However, transparency is not exhausted by a favorable audit: the director acknowledged concrete pending items in furniture and maintenance, and it will be in the verifiable attention to those fronts where her new period must prove that continuity means open management.
