Charges Filed Against Quintero Over Alleged Improper Role in Politics

Colombia's Office of the Attorney General for disciplinary matters, the Procuraduría General de la Nación, has filed a statement of charges against Daniel Quintero Calle for alleged improper participation in politics, in a proceeding with no final decision over statements on June 21, 2026, during the presidential runoff. --- The context --- Quintero was then Superintendent of Health in the government of Gustavo Petro, the head of the highest oversight body for Colombia's health sector. That office imposed bans on electoral debate, but also preserves his guarantees: presumption of innocence, right to a defense and full assessment of context. --- The facts --- According to the case file, the proceeding began with an interview given to a media outlet and released through TikTok. In that video, Quintero allegedly expressed his support for Iván Cepeda and rejected Abelardo De La Espriella, in the middle of voting day in the presidential runoff election. Prosecutor José Rodrigo Vargas, responsible for the investigation, stated that this conduct allegedly broke the impartiality of public office. The order warns that disregarding the ban on improper participation in politics could violate rights and affect the balance of the contest. --- The positions --- The Procuraduría also presents the case as alleged recidivism. In 2022, as mayor of Medellín, Quintero was suspended after a video where he said “el cambio es en primera”, alluding to Gustavo Petro's campaign. Because of that record, charges were filed as intentional misconduct, or dolo. Quintero has defended himself on social media and has denounced political persecution. In the formal proceeding, according to the file, he chose silence: he requested no clarifications and filed no arguments in time, a choice that must not become automatic proof of the offense. --- What remains unknown --- In August, the technical report by the Procuraduría's National Directorate of Special Investigations (DNIE) was transferred, without Quintero requesting clarifications. A month later the investigation was closed, he was given 10 days to argue and by October he had not filed a single page. The final decision is pending. --- Unanswered questions --- Will the full interview be assessed or only the fragments released on video? What concrete evidence proves intent beyond the 2022 precedent? Will Quintero file a formal defense answering each charge? How will the process protect both electoral balance and the guarantees of the person under investigation at the same time? --- EPM analysis --- Serious scrutiny demands two checks at once: no official may tilt an election from public office, and no oversight body may treat an offense as proven before deciding. Filing charges does not equal a sanction; it opens the dispute where imputation and intent must be proven. 📌 EPM Take: In EPM's view, this proceeding must be resolved with enforceable impartiality and full due process at the same time. The alleged intervention in the runoff, the 2022 precedent and the silence during the proceeding can all be weighed, provided they are proven without shortcuts and the defense is heard. Only a reasoned decision, clearly distinguishing between a statement of charges and proven responsibility, will protect electoral balance and the credibility of Colombian disciplinary oversight in a case watched nationwide.
