Italian girl found in Bogotá returns to her father

Order managers found in central Bogotá an Italian girl aged 8 years with an international missing report.

--- The context --- In central Bogotá, near La Independencia Park, Carrera Séptima and the Planetarium, control rounds by the District Secretariat for Security, Coexistence and Justice are part of everyday institutional presence. In that busy setting, a vulnerable foreign girl could have gone unnoticed, with neither her story nor her risk evident at a glance. --- The facts --- Order managers found an Italian girl aged 8 years alongside her mother, in marked conditions of vulnerability, without recent access to food or adequate hygiene conditions. The child had an international missing-person report issued in Europe, confirmed afterward through verification with the authorities and international records. Neither of them responded to an initial greeting in Spanish. Using digital translation tools, officials confirmed that both came from Italy and had been in Colombian territory for two weeks. That dialogue made it possible to grasp their fragility in a foreign country and activate a response centered on protecting the child. --- The positions --- Officials offered accompaniment before the Italian Embassy or Consulate, but the woman rejected that assistance offer. Faced with the refusal, officials alerted the Colombian Institute of Family Welfare to verify the rights of the child, moving the case into institutional protection, where the priority became the safety of the girl. Verification established an active missing report in Italy, stemming from a cross-border transfer not authorized by her father, who holds legal custody. After diplomatic and child-protection coordination, the girl was repatriated to Italy to reunite with her father, while the mother was also transferred to Europe to resolve her legal situation. --- What remains unknown --- No names or identifying details of the girl, her mother or her father are known, an essential safeguard when a minor is involved. Nor are supported details available about the reasons for the trip or the legal outcome for the mother in Europe. What is verified is limited to the finding in Bogotá, the active report and the assisted return. --- Unanswered questions --- How did mother and daughter enter Colombia and what support did they have during their stay? What health follow-up did the girl receive before her return to Italy? What decisions will European authorities adopt regarding the legal situation of the mother? What does this case leave for detecting other vulnerable foreign minors in Bogotá in time? --- EPM analysis --- The case condenses a chain of sound decisions on the ground, from noticing an anomalous situation to insisting on communication despite the language barrier. Without digital translation and the immediate alert to the protection system, nobody would have connected the presence in Bogotá with the search in Europe. Early street-level detection interrupted a prolonged violation of rights. 📌 EPM Take: In EPM's view, this rescue shows that child protection begins on the street, with an institutional presence able to look beyond control of public space. A vulnerable girl, unable to respond in Spanish and far from her country, needed listening, translation and immediate activation of protection routes, and that is what happened in Bogotá. Coordination with the family welfare authority and diplomatic efforts made it possible to prioritize her right to be safe and with the person who holds her legal custody.
