Three million clients locked out: the human cost of the Ueno Bank collapse

The collapse of Ueno Bank left nearly three million clients without access to their accounts, exposed 355 million dollars of the pension system and triggered…

--- The context --- In Asuncion, the crisis is measured first in the street. Savers are protesting outside closed branches while nearly three million clients, close to half of the country's population, woke up without access to their accounts, their cards and their digital banking. Ueno Bank was Paraguay's fifth-largest private bank and its largest digital bank, and its fall cut off the everyday means of payment for a huge share of a population that relies on a single institution to get paid, save and transfer money. The damage also reaches people who never chose that bank. The institution managed between 800 million and 850 million dollars in state funds, including some 355 million dollars belonging to the Social Security Institute, so the pensions of thousands of retirees became tied to the governance of a private company. When an estimated 60 percent of adults depend on one institution for their payments and savings, a bank failure stops being a financial problem and becomes an event of public trust. --- The facts --- The crisis formally began on October 29, 2026, when the institution told the Central Bank of Paraguay that it could not replenish approximately 70 million dollars drawn from its legal reserve requirement. Days later, the supervisor decided to open a resolution process and definitive closure after detecting a grave insufficiency in the bank's solvency ratio, while the Asuncion Stock Exchange suspended operations and the bank's bonds fell into default. Ueno Casa de Bolsa, by contrast, operates independently and is not covered by the liquidation. The shock reached the top of the state. Carlos Carvallo resigned as president of the Central Bank because of his previous ties as a director of the institution, and on Thursday President Santiago Peña formally submitted his resignation through a recorded message. The Lower House unanimously approved impeachment proceedings against Peña, while the National Republican Association bloc shelved the request against Vice President Pedro Alliana by 48 votes to reject against 30 in favor, and an extraordinary bicameral session must now decide on accepting the resignation. For depositors, the only concrete answer so far is the Central Bank's promise, under the interim leadership of Liana Caballero, to begin the first reimbursement payouts of up to 75 minimum wages under the current guarantee law. Congress met urgently to pass laws speeding up use of the Deposit Guarantee Fund and shielding pension fund money, while thousands of shops and supplier companies saw their daily flows interrupted by the immediate freezing of payment channels. --- The positions --- Rhys Hicks, an analyst at Global Data based in London, argued that the sudden collapse of the country's largest digital bank raises questions about the governance of fast-growing digital banks in emerging markets. As he explained it, investigators are analyzing 146 million dollars in loans linked to the controlling group, and digital banking gathers deposits far faster than risk controls and the capital base can mature, so the failure looks like one of governance rather than technology. The Association of Banks of Paraguay defended the soundness and liquidity of the system and described the episode as a particular isolated case linked to internal bad practices and risk concentration in Grupo Vázquez companies. The Paraguayan Industrial Union and several business chambers, meanwhile, voiced concern over the semi-paralysis of commercial payment chains and demanded a deep investigation into possible supervisory negligence, together with a renewal of the regulatory authorities. --- What remains unknown --- The recovery conditions for investors and bondholders, who await the interventors' ruling, are still unknown. The full scope of the loans tied to the controlling group is also unclear, as is the real timetable under which savers will recover amounts above the guaranteed ceiling, and whether the bicameral session will accept the presidential resignation and on what terms the succession at the head of the executive will be resolved. --- Unanswered questions --- How could an institution with nearly three million clients reach a grave solvency insufficiency without earlier intervention by the supervisor? Who answers for the 355 million dollars of the pension system that remained trapped inside the bank? Will savers recover the entirety of their deposits or only the amount covered by the current guarantee? Will the renewal of the regulatory authorities demanded by business groups arrive before confidence in the system erodes further? --- EPM analysis --- The sequence reveals a double failure. The first is internal: a platform that grew by capturing clients at digital speed while concentrating risks within its own controlling group. The second is public: a supervisor whose president had previously been a director of the institution, and a state that entrusted hundreds of millions in pension funds to that same structure. The immediate cost is not paid by the shareholders, who have already lost the bank, but by the savers standing in line, the retirees whose fund was exposed and the shops that stopped getting paid. 📌 EPM Take: In EPM's view, the Ueno Bank case is above all a crisis of protection for the ordinary saver: three million clients and 60 percent of the country's adults depended on a single institution whose governance failed before its technology did. The rapid return of guaranteed deposits and the effective protection of the Social Security Institute's funds must be the first measure of any authority that takes over, because the trust of the most vulnerable is not rebuilt with statements, but with money returned and those responsible identified before the Paraguayan public.
