Peña to testify Saturday after removal and detention

--- The context --- Paraguay faces a deep institutional crisis after the collapse of Ueno Bank, which triggered an investigation into alleged irregularities. Former president Santiago Peña became the center of that process after the Senate removed him in an impeachment trial over his alleged responsibility for the crisis, amid protests and pressure on the institutions tasked with establishing what happened. --- The facts --- Peña must testify this Saturday at 11:00 before the Public Prosecutor's Office as part of the investigation into alleged irregularities linked to Ueno Bank. The summons followed the execution of a detention order at his home by prosecutors and police, hours after the Senate removal. Prosecutors Christian Benítez and Silvia Franco went to the residence with National Police officers, confirmed his presence, and initially ordered that he remain under house arrest. During the early morning hours, Peña was urgently transferred to the Presidential Escort Regiment after security teams assessed that they could not guarantee protection for his home amid demonstrators in the Mburucuyá neighborhood of Asunción. Three pickup trucks left the residence in a tense operation. The order appears in Fiscal Resolution N.º 7, dated November 6, 2026, within criminal case N.º 92/2026, covering alleged breach of trust, influence peddling, and administration for personal benefit. --- The positions --- Prosecutor González said the initial measure was appropriate, noting that Peña's presence had been confirmed and that he would comply with the necessary provisions. Residents of the La Piedad neighborhood gathered outside the home to demand his transfer to Tacumbú and to reject house arrest, in a show of public distrust toward any differentiated treatment in the case. Defense lawyer Ricardo Preda challenged the detention and said Peña will submit to the investigation like any citizen, recalling that he already appeared in the inquiry opened last year under the Comptroller's oversight. Preda said there are no conditions for preventive detention, that he still does not know the concrete facts attributed to his client, and that he only heard legal classifications he described as abstract statements. --- What remains unknown --- No indictment or possible request for precautionary measures has yet been defined by the Public Prosecutor's Office; the investigative team will analyze the evidence gathered after the testimony. Former Central Bank of Paraguay head Carlos Dagoberto Carvallo, also included in the same order, turned himself in late Friday at the Police Investigations Department in Asunción. --- Unanswered questions --- What concrete facts will prosecutors attribute to Peña beyond the general legal classifications mentioned so far? Will the Public Prosecutor's Office file an indictment after the testimony this Saturday at 11:00? What precautionary measure, if any, will be requested, and on what grounds? --- EPM analysis --- Political removal in the Senate is already complete, but the criminal investigation is only beginning, and one does not equal the other. The hearing will be the first moment when the defense learns precisely which facts are under examination, while street pressure requires institutions to act on evidence without turning social unrest into a procedural criterion. 📌 EPM Take: In EPM's view, this Saturday's hearing will test Paraguay's ability to process a former president with guarantees and without privileges, in a case where transparency matters as much as firmness. Prosecutors must present concrete facts rather than only abstract classifications, and the defense must cooperate as promised. If the investigation advances with verifiable evidence and proportional measures, the Ueno Bank case can strengthen accountability instead of deepening the country's institutional polarization in coming weeks and months.
