Prosecutors charge Urrutia over stadium entry contract

According to prosecutors, María Isabel Urrutia Ocoró was formally charged over alleged irregularities in a contract worth more than 4,950 million pesos to…

--- The context --- María Isabel Urrutia Ocoró, a former sports minister and an Olympic gold medallist in weightlifting, faces a new formal charge from Colombia's Attorney General's Office. Urrutia won Colombia's first Olympic gold medal on September 20, 2000, at Sydney 2000, in the 75 kilogram category, an achievement that made her a historic figure in Colombian sport. --- The facts --- According to prosecutors, Urrutia was formally charged over alleged irregularities in a contract worth more than 4,950 million pesos to implement a validation system for entry to football stadiums. The tool was meant to link identity documents with tickets and check backgrounds in order to restrict access for people with impediments. According to prosecutors, the charges are contracting without meeting legal requirements and ideological falsehood in a public document. According to prosecutors, the contracted tool was meant to link each supporter's identity document with stadium entry tickets and to check their backgrounds. Its described purpose was to restrict access for people who had impediments, so the validation allegedly sought to control who could enter football stadiums and under what verifiable conditions, a goal whose implementation still depended on a lawful and transparent contracting process. --- The positions --- According to prosecutors, there were no market studies or procedures to determine the value of the contract and its costs, and warnings from the ministry's technical and legal teams were disregarded. Prosecutors say Urrutia contracted directly through an interadministrative agreement with Aldesarrollo, for more than 4,950 million pesos, ignoring provisions that required a plurality of bidders. The information available does not include a response from the former minister to this charge. --- What remains unknown --- The agreement was signed on December 30, 2022, and, according to prosecutors, its execution was allegedly conditioned on subcontracting a previously defined private party. As background, in June 2025 prosecutors had already charged her over her alleged responsibility for the irregular signing of more than 100 service contracts in the final days of her tenure. --- Unanswered questions --- What evidence will prosecutors present to support each charge in this case? How will Urrutia's defence respond to the claims about studies, warnings and plurality of bidders? What will happen to the stadium entry validation system after this charge? --- EPM analysis --- The case crosses two sensitive areas: safety in stadiums, a real need for supporters, and the duty to contract under clear rules when public resources are used. A worthy goal does not replace, if the claims are proven, prior studies and controls. At the same time, a charge is not a conviction, and Urrutia's historic standing demands rigour, the presumption of innocence and a trial based only on verifiable evidence. 📌 EPM Take: In EPM's view, this case must be resolved on evidence and without shortcuts, because trust in public contracting and the legacy of a historic champion are both at stake. According to prosecutors there are serious claims about studies, warnings and plurality, but none of them yet amounts to a conviction. The courts must clarify what happened with the contract and guarantee Urrutia a fair process, while Colombian sport protects its venues through transparent rules and controls that nobody can bypass.
