Francisco Santos Backs Unity Between Uribe and Abelardo De La Espriella

--- The context --- Colombia is debating its security and its political direction at a moment marked by pressure from armed groups and by discussion over how to sustain the State without placing more burdens on families and businesses. In that setting, former vice president Francisco Santos offered, in an interview, a broad reading of the moment, focused on the relationship between former president Álvaro Uribe and President Abelardo De La Espriella, on the tax policy ahead, on tensions within the right and on the drone war that, in his diagnosis, has already changed the balance on the ground across the national territory. Santos knows Uribe well and speaks from that closeness, but his remarks were not limited to party politics. --- The facts --- On the bond between Uribe and Abelardo, Santos was categorical in denying any distancing. According to his account, the two get along very well and talk quite a lot, even more than people believe, although they discuss important issues for the country. Santos described Uribe as a very serious person who understands institutions like no one else and who knows the Colombian State like no other figure, to the point of comparing him to the Messi of politics. From that reading, that knowledge can be of great use to Abelardo if the president wishes to draw on that experience in government. On taxation, Santos explained that Uribe asks himself whether Colombians can really withstand more taxes, and he presented that as a valid discussion. He added that what matters is to carry out a very serious study of the tax policy ahead, because Colombia is in a very difficult situation after four very complex years. Santos also drew a clear difference between Uribe's relationship with Abelardo and his relationship with Salvación Nacional. There he did recognize a much clearer distancing, and he attributed it to remarks by Enrique Gómez against Uribe that he described as rude and offensive. In his judgment, that conduct subtracts instead of adding and is bad for everyone. --- The positions --- On Gustavo Petro, Santos stated that his Teflon is running out after the recent scandals and expressed his wish that Congress would take the step of accusing him and adopting the corresponding judicial decisions for the crimes that, according to Santos, he committed during his government. The fight between Lafaurie and Dangond, sparked after the minister announced an audit of Fedegán, seemed to Santos absurd and unnecessary. His conclusion was blunt in political terms: in his reading, those disputes serve no one and only benefit the left, so they weaken the camp that claims to defend order and production across the countryside and the productive sectors of the national economy. On María Fernanda Cabal, Santos expressed sadness over her departure from Centro Democrático and her arrival at the party of Rodolfo Hernández. He said he cares for her a great deal and that, in his judgment, she lost an opportunity, because if she had stayed she would today be at the head of Centro Democrático alongside Álvaro Uribe. --- What remains unknown --- The longest chapter of the interview was drones. Santos maintained that armed groups hold a very large advantage, that the ELN is printing 3D drones in Venezuela and that, in his belief, it could soon do so in Colombia as well. He stated that there is no serious anti-drone policy and no comprehensive State policy to take advantage of what drones can contribute to a country with security problems, and that each of the forces is buying drones on its own without addressing the issue comprehensively. He made clear that the lag is not only a problem of President Abelardo, who has been in office for only three months, and he placed it in the previous four years. In 2026, according to Santos, there have been more than 300 drone attacks against the public force, and that equipment arrives from Venezuela and is also bought in Colombia and in China by the armed groups. --- Unanswered questions --- When will Colombia have a comprehensive drone policy that unifies purchases, doctrine and technology across all the forces? Can the serious tax study Santos asks for balance public finances without hitting businesses and families any harder? Will the right manage to overcome its internal fights and arrive united at the 2027 contest? How quickly can the routes through which armed groups obtain and print drones inside and outside the country be closed? --- EPM analysis --- The interview leaves two planes that reinforce each other. On the political plane, Santos tries to close speculation about a fracture between Uribe and Abelardo and, at the same time, to order the map of the right: full closeness with the president, a clear distance from Salvación Nacional because of Enrique Gómez's remarks, sadness over Cabal's departure and criticism of fights that, like the one between Lafaurie and Dangond, only help the left. On the security plane, Santos's proposal to Abelardo is constructive and State-oriented: to create an institution in charge of the problem, perhaps a vice ministry or an entity that structures a military and industrial drone policy, with a Conpes document, education in artificial intelligence for war and security, a credit line to build a national drone industry and direct learning from the experience of Ukraine. He added a territorial alert: the ELN is beginning to return from Venezuela to Colombia after United States bombing operations, and Putumayo and Nariño are filling with Farc people who had taken refuge in Ecuador, according to his account. 📌 EPM Take: In EPM's view, the value of what Santos raised is that it joins two urgencies without mixing them with attacks on the Government: on the one hand, preserving the unity of the right around President Abelardo De La Espriella, making use of the counsel and the knowledge of the State that Uribe can contribute as an asset for governing better; on the other, building as soon as possible a serious, comprehensive and industrial national drone policy that goes beyond isolated efforts and closes the advantage that armed groups today hold over the Colombian public force on the ground.
