Andy Lord named interim chair of the NAD Group Advisory Board

Andy Lord has been appointed Interim Chair of the NAD Group Advisory Board by Luke Pollard, serving until April 30, 2027.

--- The context --- The National Armaments Director Group, known as the NAD Group, continues to establish a simpler, more integrated governance model. That model is designed to support effective decision-making, clearer accountability and stronger management of performance and risk across the group. --- The facts --- Andy Lord has been appointed Interim Chair of the NAD Group Advisory Board. He was appointed by Luke Pollard, Minister for Defence Readiness and Industry, and will serve until April 30, 2027. Lord is currently Commissioner of Transport for London, responsible for the delivery of safe and reliable transport services across the capital. Lord joined Transport for London in 2019 as Managing Director of London Underground, subsequently became Chief Operating Officer and was then appointed Commissioner. He also served as a Non-Executive Director and Board member for Defence Equipment & Support from 2018 until March this year. --- The positions --- Rupert Pearce, the National Armaments Director, welcomed the appointment and highlighted Lord's extensive experience within the organisation, after eight years as a Defence Equipment & Support Board member and trusted critical friend, and in leading large, complex organisations. Pearce said his insight, challenge and independent perspective would be invaluable in building an integrated, mission-focused organisation. On taking up the role, Lord said he had seen first-hand the expertise and commitment across the organisations that now make up the NAD Group, and the vital contribution they make to Defence. --- What remains unknown --- The Advisory Board's role is to provide independent support and challenge to the National Armaments Director and senior leadership, helping to ensure the group manages its strategy, performance and risks effectively. The Non-Executive Members alongside Lord are Robert MacLeod, Tony Meggs, Tracy Sheedy, Carolyn Battersby, Claire Hawkings and Sarah Albon. The Board will be supported by three specialist committees covering nominations and remuneration, audit and risk assurance, and safety and security. --- Unanswered questions --- What concrete priorities will Lord set during his interim term as chair? How will the group demonstrate that more integrated governance actually improves performance and risk management? What happens when the board's independent challenge conflicts with decisions taken by the executive leadership? --- EPM analysis --- The appointment combines continuity with outside scrutiny. Lord knows the organisation from within, yet he will chair the board from a distinct public-service role. That dual perspective can strengthen accountability if the board protects its independence and if the high-support, high-challenge environment leaves leaders empowered while remaining accountable for results. 📌 EPM Take: In EPM's view, the appointment rightly places governance and public accountability at the centre of the NAD Group's integration. An interim chair with operational experience and prior knowledge of the organisation can provide continuity without giving up the independent challenge the board exists to offer. The real test will be measurable: clearer decisions, better managed risks and leadership that answers for results through April 30, 2027, when this interim term is due to end.
