Catatumbo fighting forces displacement and leaves civilians exposed

Fighting between the ELN and Front 33 in Tibú and Sardinata caused caravan displacements, departures with white flags and drone attacks.

--- The context --- Catatumbo was again exposed to fighting between the ELN and Front 33 of the Farc dissidents during the afternoon and night of Saturday, October 17. The clashes were recorded in rural areas of Tibú and Sardinata, in Norte de Santander, where communities were left between the illegal armed groups. The day adds to a humanitarian crisis that has affected the region for 21 months, according to the reports known. --- The facts --- At around 3:00 p. m. one of the first reports emerged in the village of La Galicia, in rural Tibú, where videos show several people at a sports venue when a drone dropped an explosive device a few meters from them. Children appear among those in the images, and some residents waved white rags while seeking shelter. At around 5:00 p. m. new clashes were reported in the village of Corinto, in San Martín de Loba, in Sardinata. Residents began to move in a caravan, came out with white flags to ask for an end to the fighting and ended up leaving the area. The burning of a vehicle carrying corozo was also reported. --- The positions --- The ombudswoman, Iris Marín Ortiz, confirmed on social media that fighting was being recorded in Corinto and in Campo Tres, in Tibú, and stated in reported speech that her office was following the events with local authorities. Holguín Mayorga, president of the National Association of Victims of the Armed Conflict, said the clashes spread to other rural sectors and warned in reported speech that these battles put the civilian population at risk because drones with explosives end up falling on civilian homes. He also reported fighting in La Galicia and Palermo, in the Campo Tres area. --- What remains unknown --- The available reports do not specify who was directly responsible for burning the vehicle and do not provide a consolidated account of injured people or damage to homes. The ombuds office had not released a consolidated official account of the effects of the day either. --- Unanswered questions --- How many families left Corinto and the other affected villages during the day? Were there injured people or homes damaged by the devices dropped by drones? What effective protection will families who remain in their territories without being able to move receive? Will a consolidated official account from the ombuds office and local authorities be released? --- EPM analysis --- Mayorga said that, according to the figures held by his association, the region has accumulated more than 140.000 displaced people and warned that the figure could rise if the clashes continue. The victims leader asked the national Government to reinforce protection measures and restore security conditions in the department. His emphasis is on families who cannot leave because of threats, mobility restrictions and a lack of resources to face humanitarian emergencies, a population that needs sustained support and not only monitoring of the events. 📌 EPM Take: In EPM's view, what happened in Tibú and Sardinata shows that the civilian population keeps paying the cost of an armed dispute that has lasted 21 months, with children exposed next to a sports venue and families leaving with white flags and in caravans in search of a safe place, so the priority response must be verifiable humanitarian protection, sustained care for those who cannot move because of threats or a lack of resources and a clear official account that establishes how many people were displaced, injured or affected in their homes during this recorded day.
