Colombia and Ukraine strengthen dialogue and bilateral cooperation

Colombia's Foreign Ministry confirmed a telephone conversation between Omar Bula and Andrii Sybiha.

--- The context --- Colombia's Foreign Ministry confirmed that Foreign Minister Omar Bula held a telephone conversation with his Ukrainian counterpart, Andrii Sybiha, to address matters in the bilateral relationship. Since the start of the war between Russia and Ukraine, several Colombians who traveled with the promise of getting a job ended up recruited by Russian forces. According to testimonies collected, some were sent to the front within a few days, without military experience and under high-risk conditions. --- The facts --- During the dialogue, Colombia expressed its solidarity with the Ukrainian people and reiterated its rejection of the use of force against the territorial integrity or political independence of any state, noting that such actions violate fundamental norms of international law. The ministers also highlighted the possibilities of expanding cooperation in defense and trade. Jamilton León, who arrived in Russia in March 2026, described the situation as hell. He recounted being surrounded by drones and mines, without food or water for several days, and having to leave wounded companions behind to try to reach an evacuation point. His sister, Sonia León, said he came to fear for his life. Other Colombians chose to surrender to Ukrainian forces. Kevin Caicedo, 24 years old, said he and his companions wrote Colombia on their identity documents before handing themselves over with their rifles. The report linked the recruitments to a Russian strategy to replace between 30,000 and 40,000 troops killed or wounded, with bonuses of up to 35,000 dollars and monthly salaries of 3,500 dollars. --- The positions --- The Colombian government thanked Ukraine for its willingness to jointly address the situation of Colombian citizens linked to the conflict, and said it will continue promoting constructive dialogue and will seek to consolidate a stronger bilateral agenda with Ukraine. Ilya Nuzov described the mechanism as predatory recruitment and explained that many fighters are sent to identify Ukrainian positions with little chance of surviving. Russia's Embassy in Colombia denied any relationship with those networks, while the investigations mentioned Jaguar Consultoría, later called Compañía Los Osos, and several alleged recruiters. --- What remains unknown --- Before traveling, dozens of people were hidden in properties in Bogotá, including an apartment in Fontibón where, according to Jairo Orozco, approximately 60 people stayed. The full reach of those networks is still unknown, as is how many Colombians remain linked to the conflict. --- Unanswered questions --- How many Colombian citizens remain linked to the conflict today, and what concrete steps are both governments taking to address their cases? What results will the investigations into Jaguar Consultoría, Compañía Los Osos and the alleged recruiters produce? What measures will prevent new people from being recruited with job promises that end at the front? --- EPM analysis --- The call places the defense of international law alongside an immediate humanitarian concern. When recruitment relies on economic promises and on jobs that are never honored, the risk falls on people without military experience exposed within days to drones, mines and a lack of food and water, so the announced cooperation will matter only if it becomes effective protection. 📌 EPM Take: In EPM's view, the conversation between Omar Bula and Andrii Sybiha matters for two reasons that reinforce each other. Colombia defends fundamental norms of international law by rejecting the use of force against territorial integrity, and at the same time it opens a practical path to care for its citizens caught in someone else's war. The challenge now is for solidarity and constructive dialogue not to remain declarations, but to produce verifiable results for families waiting for news and protection.
