Ceuta launches discount vouchers for Black Friday and Christmas

The Ministry of Economy and the Ceuta Chamber of Commerce signed a 10 million euro agreement with BuyBono discount vouchers for Black Friday and Christmas…

--- The context --- Ceuta is trying to revive its local shops with direct public support for shoppers and small businesses. The Ministry of Economy, Trade and Business, through the Secretary of State for Trade, and the Official Chamber of Commerce, Industry, Services and Navigation of Ceuta have signed an agreement within the city economic relaunch, with aid under Royal Decree-Law 22/2026 for local small firms and the self-employed. --- The facts --- The agreement mobilises 10 million euros in direct aid. The first tranche totals 5 million euros, will be managed by the Chamber of Commerce and aims to stimulate consumption. The BuyBono programme will offer subsidised discounts at participating shops, direct to the consumer, for purchases of up to 300 euros per person: the user pays only 75% and the remaining 25% is public funding, compatible with discounts from the shops. The Commercial Discounts Programme will be applied at the till, with no prior voucher, co-funded 50% by the programme and the establishments, so the consumer pays at most 85% of the cost. With the local consumption promotion campaign and the Ceuta Destino actions to attract shoppers from the Campo de Gibraltar and Andalusia, these measures total 2.68 million euros. The first BuyBono campaign will arrive at Black Friday, the second at Christmas and the third in spring, with public events, street parades, fairs, a Commerce Week, themed markets and a Christmas campaign in the shopping areas. Modernisation will be supported through a public call, with direct aid averaging 6,000 euros per project for computer equipment, point-of-sale terminals, shopfronts, security, efficient lighting and air conditioning. --- The positions --- For the Ministry and the Chamber of Commerce, the plan combines demand and supply: it makes purchases cheaper while helping shops modernise and widen their sales channels. Digitalisation will receive 520,000 euros for a shared commercial platform, e-commerce advice and cybersecurity. Entrepreneurship and generational handover will have 150,000 euros, with grants of up to 10,000 euros toward transfer costs. Foreign promotion totals 1.13 million euros and ICEX supports exporting firms through the Plan Ceuta Exporta. --- What remains unknown --- It is not yet known how many shops will join the programmes or what the detailed timetable of the modernisation calls will be. Nor has it been specified how the rest of the package will be distributed until the full 10 million euros is reached, or what results are expected in sales and jobs. --- Unanswered questions --- How many shops in Ceuta will join the BuyBono programme before Black Friday? Will the discounts attract shoppers from the Campo de Gibraltar and Andalusia on a lasting basis? Will the funded modernisation translate into higher sales and a real generational handover? --- EPM analysis --- The design shares the effort between the consumer wallet and the ability of shops to compete. If participation is broad, the discount at the till can move demand in the busiest weeks of the year and give breathing room to businesses with narrow margins. The planned oversight, with a Monitoring Commission, separate accounts, independent audits and quarterly reports, will be key to checking whether the money creates lasting activity. 📌 EPM Take: In EPM's view, the plan gets it right by acting on both sides of the counter: consumers pay less from their first purchase and small shops receive support to modernise and sell online. Its success will depend on simple implementation, without red tape that discourages the smallest businesses, and on Black Friday and Christmas turning the discount into a local shopping habit. If transparency is delivered with clear quarterly data, something more valuable than one-off sales will remain: a Ceuta retail sector able to compete all year.
