Petro questions first lady's foundation handling earthquake donations

Former president Gustavo Petro questioned the foundation chaired by first lady Ana Lucía Pineda administering donations for the victims of the magnitude 7.4…

--- The context --- The magnitude 7.4 earthquake of August 10 struck Caldas, Chocó, Quindío, Risaralda and Valle del Cauca, leaving families in need of aid and reconstruction. After the emergency, the Fundación Colombia Luz y Sonrisas foundation was made available to receive resources for the victims. It is chaired by Ana Lucía Pineda, wife of President Abelardo De La Espriella, and that link is at the centre of the controversy. On Friday, October 23, former president Gustavo Petro reacted to a post by university professor Andrés Sampayo, who questioned the foundation's role in raising funds. The debate is institutional: who should administer solidarity money after a tragedy, and under what public controls. --- The facts --- Petro argued, in reported speech, that the presidential family has no reason to handle resources privately, drawn from the pain of Colombians. He added that international donations should be processed through the Directorate of International Cooperation, with public controls and in accordance with the law, not at anyone's particular whim. He also warned that pain should not be privatised, because business dealings, rather than solidarity, would then appear. The foundation explained days earlier that monetary contributions were not spent on the first stage of aid, which received food parcels, tents, mats and food in kind. According to Pineda, the money was reserved for a second phase: building housing for affected families who own plots suitable for building. --- The positions --- Petro's criticism is political and institutional: humanitarian aid should be processed through state mechanisms and not through organisations linked to the presidential family. Channelling donations through public routes, he argues, subjects them to oversight and prevents a national cause from being personalised around the president's wife. Sampayo questioned the origin and concentration of the contributions. According to his calculations, the foundation allegedly raised more than $54.000 million after the earthquake, in a very short time, despite having been established on July 7 and having no experience managing resources. He claimed that more than 80% allegedly came from a single economic group that politically backed De La Espriella, and that the conflict of interest would be evident. He also reproached government officials, including the vice president, for promoting the fundraising, and linked the case to patrimonialism: treating state resources as one's own or as belonging to a close circle. The first lady responded with the money's destination: finished, habitable houses for the families, beneficiary selection with the support of mayor's offices and their registries of affected families, work with construction firms to identify families with a suitable plot, and a commitment to account for what was received and how it was used. --- What remains unknown --- There is no independent verification of the figures Sampayo attributes to the fundraising, nor a public breakdown of the donors and of the controls applied. There is also no concrete schedule for delivering the housing, nor the number of families to benefit across the five affected departments. --- Unanswered questions --- Who independently audits the money the foundation received? Will the breakdown of donors and amounts be published? How many homes will be built and within what timeframe? Will the government respond to the proposal of processing international donations under public controls? --- EPM analysis --- The controversy touches a sensitive nerve: trust. When solidarity is raised through a private structure chaired by the first lady, every unverified figure feeds suspicion, even when the announced destination is a house. The defence rests on the accountability that has been promised; the criticism, on a prior demand: that aid be born subject to the rules of the state. 📌 EPM Take: In EPM's view, this controversy will not be settled by exchanged statements but by public documents: the verifiable list of contributions, an independent audit of the resources and the schedule for the housing promised to affected families. Until those documents exist, the doubt raised by Petro and Sampayo will outweigh promises, because solidarity born of a country's pain demands a transparency that does not depend on personal trust in anyone, but on controls that any citizen can review, question and confirm with complete and accessible data.
