De la Espriella orders offensive against ELN and FARC dissidences

President De La Espriella announced an offensive against the ELN and FARC dissidences in Arauca, with military reinforcement, border control, prisoner…

--- The context --- Arauca is one of the Colombian territories most affected by illegal armed groups. Its location on the border with Venezuela makes it a strategic zone for drug trafficking routes and other illicit economies. The ELN and the FARC dissidences, made up of former members who rejected the peace agreement signed in 2016, dispute control of the department. Their confrontations have caused numerous victims and forced displacements. --- The facts --- The president announced the measure on Monday after leading a security council in this region in the east of the country. De la Espriella, known as 'El Tigre', said operations will target the main leaders, their structures, logistical networks and sources of financing. He also ordered a reinforcement of the security forces, intelligence work and land and river control of the border with Venezuela against drug trafficking, smuggling and other criminal activities. --- The positions --- He ordered the National Penitentiary and Prison Institute (Inpec) to transfer out of Arauca the imprisoned leaders of the ELN and the dissidences. They will be sent to maximum security centers in other regions, considering that some coordinate criminal activities from prison. He demanded the ELN immediately release five kidnapped people, among them two officials of the Technical Investigation Corps (CTI) of the Prosecutor's Office: Jesús Antonio Pacheco Oviedo and Rodrigo Antonio López Estrada, kidnapped in Arauca in May 2025. --- What remains unknown --- He instructed the Unified Action Groups for Personal Freedom (Gaula), specialized against kidnappings and extortions, to intensify release operations. He ruled out negotiating with the groups he describes as "narcoterroristas" and warned they will have to answer before Justice. He also warned against political sectors that, according to his denunciation, maintain relations with illegal armed organizations, although he presented no concrete evidence about the alleged alliances. --- Unanswered questions --- What measures will protect the civilian population during the offensive? When will the imprisoned leaders be transferred to maximum security? Will the Gaula secure the release of the five kidnapped people? --- EPM analysis --- In a message on his X account, accompanied by a video, he rejected any collaboration between political leaders and the guerrillas of the ELN and the FARC. He warned he intends to change this situation "por la razón o por la fuerza" and defended his commitment to the Constitution and the laws. The statements are part of his security strategy. In 2022, an escalation left more than 130 dead and thousands displaced. 📌 EPM Take: In EPM's view, the announced offensive focuses the response on leaders, structures, logistics and financing, but its real reach will depend on whether the reinforcement in Arauca protects the civilian population and the inhabitants displaced in earlier disputes. The demand to release the five kidnapped people and the transfer of prisoners to maximum security prisons pose an immediate challenge for the State. Without concrete evidence presented about the denounced political links, the strategy should be measured by verifiable results and by effective guarantees for the affected communities.
