Lawmaker asks US to assess alleged facts linked to Alcocer

David Cote Rodríguez and Daniel Páez Mancera asked the United States Embassy to forward information on alleged drug trafficking and laundering linked to…

--- The context --- The request filed in Bogota has returned to scrutiny allegations that remain in the realm of the alleged and under evaluation, with no conviction. Any assessment must distinguish between a formal complaint, a testimonial statement and a court decision, because only the last can establish definitive responsibility. --- The facts --- House representative David Cote Rodríguez, of the Democratic Center, filed on Tuesday, October 20, 2026, a request before the United States Embassy in Colombia, also signed by Daniel Páez Mancera and addressed to Hugo Guevara, the chargé d'affaires, so that he forwards the information to the Department of Justice and the attorney general, the Drug Enforcement Administration, Homeland Security Investigations, the Office of Foreign Assets Control and the Central Intelligence Agency. It relies on statements by Eva Ferrer, a former presidential adviser, ratified according to the document on October 15, 2026, before the Inspector General's Office. Ferrer said Verónica Alcocer, a former first lady, allegedly used official aircraft to move illicit substances toward Venezuela and, on a return in January 2023, allegedly brought in close to 2.5 million dollars in cash. The document adds the public backing of Angie Rodríguez, former director of the Administrative Department of the Presidency, who supported aspects of Ferrer's account and maintained that then president Gustavo Petro knew about the actions attributed to his former partner. Alcocer acknowledged the trip to Venezuela and the meeting with Venezuelan officials, but denied the allegations. --- The positions --- The complainants maintain that the facts could constitute transnational crimes, through alleged movements of dollars outside financial controls and the route between Colombia and Venezuela. They invoke the designation of the so-called Cartel de los Soles as a Foreign Terrorist Organization and Alcocer's inclusion, since October 24, 2025, on the list of Specially Designated Nationals, under Executive Order 14059. Alcocer, in indirect terms, described the allegations as a constructed and false account seeking to damage her name. --- What remains unknown --- It is unknown whether the agencies will open any action or what scope it would have. The petition cites Article 9 of the 1988 Convention against Illicit Traffic in Narcotic Drugs, Articles 3 and 27 of the Convention against Transnational Organized Crime, and Article 48 of the Convention against Corruption. Their relevance will depend on the jurisdiction each authority recognizes. --- Unanswered questions --- What concrete evidence accompanies the statements by Ferrer and Rodríguez? Will the United States agencies open a formal assessment? How will the presumption of innocence and the right to a defense be guaranteed? --- EPM analysis --- Another argument questions the Attorney General's Office and cites the Ungrd corruption case: according to the document, evidence on an alleged delivery of money since 2024 was not forwarded to the House Investigation and Accusation Commission. That questioning explains the search for external guarantees, but does not replace independent verification. 📌 EPM Take: In EPM's view, this request must be processed with evidentiary rigor and without shortcuts, because it involves alleged claims of enormous gravity against a former first lady who has expressly denied them, so only an independent investigation, with tested evidence, full respect for the presumption of innocence, effective guarantees for all parties and reasoned public decisions, can establish whether transnational crimes occurred or whether the version of a constructed account prevails, one that today still has no definitive court resolution in Colombia or in the United States.
