Three-Year Sentence in Police Ammunition Trafficking Case

A National District court sentenced Miguelina Bello Segura to three years in prison for the police ammunition network uncovered by Operation Pandora, with half…

--- The context --- Operation Pandora, opened in November 2024, investigates a network devoted to diverting and clandestinely selling police projectiles and ballistic gear in the Dominican Republic. --- The facts --- The Second Court of Instruction of the National District sentenced Miguelina Bello Segura to three years in prison for her direct link to that network. The decision approved a criminal agreement with the Public Prosecutor's Office, after she admitted her guilt and agreed to cooperate with the investigation. Judge Kenya Romero conditionally suspended half of the sentence. The convicted woman must serve one year and six months under strict house arrest, with a fixed residence, monthly appearances and a ban on drinking alcohol, carrying weapons or leaving Dominican territory without judicial authorization. Confiscation of the seized items was also ordered. --- The positions --- The defendant accepted responsibility through the agreement with prosecutors. The court kept pressure on the main structure by sending the remaining commanders and collaborators in the file to a full trial. --- What remains unknown --- The full reading of the sentence was scheduled for the afternoon of November 5, 2026. The full trial against the other defendants lies ahead, as does the scope of the cooperation offered. --- Unanswered questions --- How did ammunition leave police depots without being detected? Which controls failed in the Weapons Intendancy and the supplies depot? Will the convicted woman's cooperation help identify other participants in the network? --- EPM analysis --- The ruling combines an agreement, a conviction and continuity of the process against the named superiors. The key is to correct the controls that allowed the diversion, because every projectile taken from an official depot feeds risks for the population. 📌 EPM Take: In EPM's view, the agreed conviction will only have real value if Bello Segura's cooperation helps dismantle the network completely and if the full trial establishes responsibility among the named commanders. Suspending half of the sentence may be reasonable within the agreement, but it requires strict supervision of house arrest and verifiable reforms in the control of police ammunition, depots and gear. The full reading on 5 November 2026 will be the first public test of that effective and verifiable compliance.
