ELN releases 17-year-old girl held amid fighting in Cauca

A 17-year-old girl held by the ELN since September 12, amid fighting with FARC dissidents in rural Inzá, Cauca, was released and handed over to a humanitarian…

--- The context --- The department of Cauca, in southwestern Colombia, is the scene of a sustained confrontation between the National Liberation Army (ELN) and FARC dissident groups. In that dispute, the peasant and indigenous communities of the region remain exposed to the fighting and to its direct consequences on everyday life. In the rural area of the municipality of Inzá, in the east of the department, operates the Dagoberto Ramos mobile column, part of the dissident groups associated with alias Mordisco. It was amid the clashes between that structure and the ELN that a 17-year-old girl was detained. --- The facts --- According to the information available, the girl was detained on September 12 during fighting with the Dagoberto Ramos column in rural Inzá. She remained in the hands of the ELN from that date, amid the armed confrontation between the two structures. After her release, the girl was handed over to a humanitarian mission of the Ombudsman's Office. Monsignor Omar Alberto Sánchez, archbishop of Popayán, and Daniel Molano, the Ombudsman's delegate in Cauca, took part in the procedure and accompanied the security verifications to receive her and check her condition of integrity. --- The positions --- The Catholic Church and the Ombudsman's Office carried out the humanitarian effort, as both entities maintain channels of dialogue for humanitarian purposes. After the handover, an assessment of her state of health and her psychosocial conditions was contemplated, and the girl will be placed at the disposal of the Colombian Family Welfare Institute and the health authorities to activate the care pathway and the restoration of her rights. --- What remains unknown --- The available information does not detail the full circumstances of the detention or the condition in which the girl was received by the humanitarian mission. There are no known public statements from the armed structures involved about this specific case, nor a timeline for the institutional care process. --- Unanswered questions --- In what state of health and integrity was the girl received by the humanitarian mission? How long will the full activation of the care pathway and the restoration of her rights take? What guarantees exist so that the peasant and indigenous communities of Inzá are no longer exposed to fighting between the two structures? --- EPM analysis --- The release allowed the humanitarian mission to receive the girl and opened the institutional actions aimed at protecting her rights. The case shows, once again, how the dispute between the ELN and the dissidents shifts its costs onto the civilian population of rural Cauca, where the presence of a minor amid the fighting is the gravest expression of that confrontation. 📌 EPM Take: In EPM's view, the girl's release is welcome news, but it does not close the underlying problem in Cauca. That a 17-year-old spent weeks detained amid fighting between two armed structures reveals the fragility of civilian protection in the region. The institutional pathway now being activated must be completed in full and without delays, and the humanitarian dialogue that made this handover possible deserves permanent support, not occasional attention, for every community living at risk today.
