Port Authority guarantees open beach in Arroyo Barril

--- The context --- In Arroyo Barril, in the province of Samaná, reports circulated about an alleged privatization of the beach located behind the Escuela Vocacional, a version that raised concern among residents and organized social sectors of the community who use that natural space in their daily lives. --- The facts --- The Dominican Port Authority led a meeting alongside the mayor of the Arroyo Barril municipal district, Luis Felipe Fermín, and the provincial governor of Samaná, Teodora Mullix Geraldino, with community representatives to clarify those reports. The institution stated that the land adjoining the port is its property and holds title, but it guaranteed that the 60 metres of beach for public use will remain free and open to everyone, with no gates, barriers or limitations. --- The positions --- The institution held that ownership does not imply privatization or any intention to restrict public access, and said families, residents and visitors will keep enjoying the beach in full freedom under the applicable legal provisions. It also stated that no buildings of any kind will be raised on that land, either by the institution or by any other entity. --- What remains unknown --- It is not yet known what requests, concerns or proposals the community will submit through formal channels, or how the commitment to keep communication channels open, expressed during the meeting with local authorities and representatives, will be followed up in practice. --- Unanswered questions --- What concrete proposals will residents and social organizations in Arroyo Barril submit through formal channels? How will the community be informed about the follow-up to those submissions? In what way will it be verified in practice that access remains free, without barriers or limitations? --- EPM analysis --- The meeting placed public access at the center and answered the privatization version that had circulated. By bringing together local, provincial and community authorities in one space, the meeting opened a path for dialogue that now depends on concerns being submitted formally and receiving a response. 📌 EPM Take: In EPM's view, guaranteeing publicly that a community beach stays open protects an everyday right of families and rebuilds trust when unverified information spreads quickly. The meeting matters for its clarity on free access and for opening formal dialogue, but its real effect will be measured by the absence of any barrier, the absence of any construction, and a traceable, timely response to every community submission in Arroyo Barril and Samaná.
