Abinader says he mobilized special forces in 2022

Luis Abinader revealed that in 2022 he mobilized special forces toward the border with Haiti after the kidnapping of diplomat Carlos Guillén Tatis, refused to…

--- The context --- President Luis Abinader explained this Monday his support for Nayib Bukele over the situation of four Salvadorans in Haiti. In doing so, he recalled three kidnappings of Dominicans in that country and presented his government's response as a combination of firmness, diplomacy and cooperation with the Haitian authorities. --- The facts --- Abinader revealed that in 2022 he mobilized special forces toward the border with Haiti when a criminal gang kidnapped Carlos Guillén Tatis, agricultural counsellor at the Dominican Embassy in Port-au-Prince. According to his account, the gang demanded 250,000 dollars for his release and the government refused to pay, holding that it would not hand over even 250 pesos. The president explained that he contacted then Haitian prime minister Ariel Henry and raised a joint rescue operation, with Haiti's authorization, if the official was not released. According to his account, the authorities had located Guillén Tatis, he set a 24 hours deadline and the official was released, so the operation was never carried out. --- The positions --- The position set out by Abinader rejects ransom payments and combines pressure with coordination. He also recalled the 2021 kidnapping of two Dominican workers from a film production, after which he spoke with then president Jovenel Moïse and both were released, and the case of a Dominican bus driver freed once it became known that he was Dominican. --- What remains unknown --- The account does not detail the exact place where Guillén Tatis was held or specify how his release came about within the deadline set. No new developments were reported on the situation of the four Salvadorans that prompted these statements either. --- Unanswered questions --- How exactly did the release of Guillén Tatis come about within the 24 hours deadline? What follow-up is being given today to the situation of the four Salvadorans in Haiti? Is any coordination mechanism with Haiti still in place for similar kidnapping cases? --- EPM analysis --- The case shows a response that neither negotiated payment nor stood still. Locating the official, setting the deadline and proposing a joint operation with Haitian authorization sought to protect a life without giving in to the economic demand of a criminal gang. 📌 EPM Take: In EPM's view, the firmness of not paying ransoms protects future victims because it cuts off the economic incentive for kidnapping, and it gains strength when combined with direct diplomacy, locating the person held and regional cooperation such as that proposed with Haiti in 2022, a line that also supports other countries facing the same threat against their citizens on Haitian territory today, and it requires keeping the joint channel open and clear rapid response protocols ready so that each person held is protected without feeding the criminal business of kidnapping.
