EU ministers agree to keep the CAP a European policy from 2027

EU agriculture ministers unanimously agreed a partial general agreement on the CAP from 2027 among the 27 member states.

--- The context --- The Common Agricultural Policy is the shared framework through which the European Union supports farm incomes. Its future from 2027 had been under discussion since the European Commission's initial proposal in July 2025, a text in which, in the Spanish assessment, its European character appeared blurred. --- The facts --- European Union agriculture ministers closed an agreement in principle on the fundamental aspects of the Common Agricultural Policy from 2027. The Council reached, unanimously among the 27 member states and after 12 hours of meeting, a partial general agreement on the regulation for implementing CAP support, closed after 10 at night on Monday 26 October. The text includes a regulation of its own, income support with a social orientation, a central role for young farmers and generational renewal, risk and crisis management, eco-schemes covering more than 19 million hectares in Spain, coupled support and sectoral interventions for fruit and vegetables, wine and beekeeping, and a ceiling with degressivity for cooperative members. --- The positions --- Agriculture minister Luis Planas said, in attributed indirect terms, that the CAP had been kept as a European policy and that what appeared blurred in the July 2025 proposal is today a solid, European regulation. In his account, the pact reflects the lines defended by Spain and agreed with the autonomous communities, farm organisations and cooperatives. In July 2025 Spain proposed a strong CAP with sufficient budget, fully European and flexible, and avoiding its renationalisation, with unanimous support from regional councillors, Asaja, COAG, UPA and Unión de Uniones, and Cooperativas Agro-alimentarias. --- What remains unknown --- The agreement is partial. The regulation must be adopted by codecision with the European Parliament, with negotiation from January 2027, and funding depends on the Multiannual Financial Framework 2028-2034, to be closed by heads of government at the European Council, with two meetings before the end of the year. The agreement covers Spain's second and third points and leaves the budget point pending. It does set the bases for a smooth transition towards support from the year 2028. --- Unanswered questions --- What final funding will the CAP receive within the Multiannual Financial Framework 2028-2034? Will the European Parliament change the regulation in the codecision from January 2027? How will the ceiling and degressivity for cooperative members be applied in Spain? --- EPM analysis --- The core value of the agreement lies in its unanimity. When the 27 close a common text after 12 hours of meeting, the shared policy gains strength against the renationalisation Spain wanted to avoid. But the decisive part for farm incomes, the budget, sits at another table, that of the heads of government. The framework is ordered, with incomes, young farmers, the environment and rural areas in the same regulation, and its real reach will be measured by the money available. 📌 EPM Take: In EPM's view, keeping the CAP as a European policy is the underlying news, because it protects a common support framework against renationalisation and gives farmers and cooperatives certainty. Unanimity among the 27 after 12 hours of meeting strengthens that achievement and reflects the lines defended by Spain together with the sector. But the agreement is partial, and its final value will depend on the budget of the Multiannual Financial Framework 2028-2034 and on codecision with the European Parliament from January 2027.
