Medellín mayor admits criminal networks dominate Parque Lleras area

--- The context --- Parque Lleras, in El Poblado, was a destination known for drawing tourists, with standout bars, a wide food offering and a natural space in an exclusive area of Medellín. That profile contrasts with the current picture described by the mayor's office. --- The facts --- Mayor Federico Gutiérrez addressed Parque Lleras in a video on his social media accounts and said the area is dominated by sexual exploitation and by national and international criminal networks. He argued, in attributed paraphrase, that no one in their right mind can defend what is happening there. The mayor said his administration is waging an ethical fight for the area and that he committed himself to Medellín to reclaim it, work that is already under way. Gutiérrez insisted that the work began when he took office, that many operations have been carried out and that many more are still needed. He highlighted the consolidation of gangs dedicated to human trafficking. --- The positions --- In the video from this October 28, 2026, the mayor responded to complaints from some who argue that the operations are bankrupting merchants. He showed that some businesses are indeed going under, but he added a central qualification about their ownership. According to Gutiérrez, some of those businesses are owned by a man known as El mexicano, a person who was extradited and captured leaving a gym in El Poblado. That distinction is the core of his answer. The mayor cited a front page from March 9, 2024, about the operations in an environment marked by drugs and exploitation. From that report it emerges that powerful trafficking structures guard the place and watch women and clients. --- What remains unknown --- The scale is reflected in habitability, where today only one family home remains, written in the source as una casa familiar. The neighborhood stopped being residential, and the environment combines sexual exploitation and excess tourism. --- Unanswered questions --- How many more operations does the mayor's office plan to carry out at Parque Lleras, and on what timeline? What will happen to the businesses identified as owned by an extradited person? How will trafficking and exploitation victims be protected without revictimizing them? Will the area regain a residential and family life again? --- EPM analysis --- The mayor's public acknowledgment changes the starting point of the debate, because the question is no longer whether a serious problem exists, but how a consolidated structure is dismantled. Recovery will require sustained operations and effective protection for victims. 📌 EPM Take: In EPM's view, admitting that Parque Lleras is dominated by sexual exploitation and criminal networks is a necessary step, but an insufficient one if it does not translate into verifiable and sustained results. Recovery must protect victims first, dismantle trafficking structures and distinguish, with evidence, between legitimate merchants and businesses tied to criminality. Medellín deserves for an emblematic space to become safe again for residents, visitors and families, without excess tourism or impunity continuing to shape the life of a neighborhood that has already lost almost all of its residential character.
