Alias Cleiver jailed over ELN cylinders and flags in Barranquilla

A Barranquilla judge ordered the preventive confinement of Cleiver Jesús Pérez Sánchez, alias Cleiver, charged with aggravated conspiracy, terrorism, and…

--- The context --- In Barranquilla and Soledad, the appearance of cylinders and flags referring to the ELN during the first week of October caused fear and unease among residents. The episode triggered anti-explosives procedures and an investigation to establish who had placed the material. --- The facts --- The first discovery was recorded in the Ciudadela 20 de Julio sector, in southern Barranquilla, where a flag referring to the ELN was found next to cylinders. Hours later, two more cylinders were located in a parking lot near the Soledad Transport Terminal. Inspections confirmed that none of the containers examined contained explosives. Using security cameras in the sector, investigators established how the elements had apparently been transported to those points in Barranquilla and Soledad. Cleiver Jesús Pérez Sánchez, known as alias Cleiver, was identified as the driver of the vehicle that allegedly transported the elements, a BMW vehicle. He was captured on October 8 by officers of the Barranquilla Metropolitan Police, following a security strategy led by General Sandra Liliana Rodríguez. --- The positions --- The 101 Municipal Criminal Court with an itinerant guarantees control function in Barranquilla ordered a detention measure against alias Cleiver and his preventive confinement in a prison facility, citing the evidentiary burden linking him to the events. He was charged with aggravated conspiracy to commit a crime, terrorism, and manufacturing, trafficking, and carrying weapons restricted to or exclusive to the Armed Forces, and he did not accept the charges. --- What remains unknown --- According to information provided by the prosecution, alias Cleiver is an alleged member of the criminal structure Los Costeños. In this specific episode, investigators do not rule out that he held meetings with ELN leaders, a link that still has to be proven within the proceedings. --- Unanswered questions --- What additional evidence will support the preventive confinement of alias Cleiver during the process? Will it be confirmed that an alleged member of Los Costeños held meetings with ELN leaders? Will there be new captures over the placement of the cylinders and flags in Barranquilla and Soledad? --- EPM analysis --- The cylinders contained no explosives, but their presence next to ELN flags was enough to disturb the peace of two municipalities. President Abelardo De La Espriella announced the capture and noted that the detainee also had an outstanding arrest warrant for qualified and aggravated theft. 📌 EPM Take: In EPM's view, the preventive confinement of alias Cleiver protects the community while the justice system verifies with evidence, and not only with allegations, whether he acted as a link between Los Costeños and the ELN. That no cylinder contained explosives does not lessen the seriousness of spreading fear in Barranquilla and Soledad. The process should move forward with guarantees for the accused, clarity about the evidence gathered, and results that restore calm to the sectors affected by this episode.
