Shops boarded up in four capitals amid Blocus calls for Halloween unrest

--- The context --- Shops in central Madrid, Valencia, Bilbao and Barcelona opened this Saturday with storefronts boarded up with wooden panels and metal barriers, in the middle of the All Saints and Halloween holiday weekend, over fears of looting after calls for vandalism linked to Blocus spread on social media. The immediate precedent is Saturday the 24th in Barcelona, with looting at many shops, burning bins and street furniture and wrecked vehicles. That day ended with a total of 133 people detained and more than 600 identified, according to the official information available on that operation and its balance. --- The facts --- In Barcelona, where a repeat is considered most likely, shops in Plaza Catalunya, Passeig de Gracia and Avenida Diagonal protected their windows. The Mossos d'Esquadra plan a level 4 operation, the maximum for public mobilisations, coordinated with the Guardia Urbana and with staffing expanding by far the roughly 300 officers from the previous Saturday operation. According to police sources, that maximum alert had only been activated once, in February 2021, during protests over the detention of a rapper. In Madrid, shops on Gran Via, Montera and the Golden Mile also boarded up, while the council plans to shield the city with 1.700 officers, with municipal police on standby and coordination with the Policia Nacional. In Valencia, central shops installed protective panels and considered whether to open or bring closing forward to 4 p.m. The mayor and the government delegate announced a forceful, adequate and flexible operation with a very high number of Policia Nacional, local police, Guardia Civil, attached unit and private security officers, an image also expected in Bilbao, Zaragoza, Palma, Seville and Granada. On Friday, operations in Valencia, Bilbao, Malaga and Tenerife left around ten people detained, accused of instigating looting, calling for weapons and Molotov cocktails to overwhelm officers. Among them is the 20-year-old detained in Picanya, considered the founder and main promoter, accused of seeking to direct looting in real time this Saturday in several cities. The Policia Nacional detained four people between Thursday and Friday, October 30, two in Valencia, one as the alleged creator of now-closed channels exceeding 400 users and another for instigating Molotov cocktails. In Bilbao the administrator of an account naming shops was detained, and in Malaga a 20-year-old was detained for inciting weapons use in the capital, Fuengirola and Marbella. For the 24th, the Mossos d'Esquadra arrested 128 people on the spot, 72 of them minors, a figure distinct from the total of 133 detained across the day and specific to on-the-spot arrests by Catalan police. Prosecutors requested 8 custody placements and 70 supervised releases for the minors. Later arrests included a 17-year-old in Barcelona, a 16-year-old in Bellmunt d'Urgell and an 18-year-old in Barcelona. --- The positions --- Shopkeepers protect themselves out of distrust of direct harm. In Valencia, the historic centre traders association advised checking shutters, locks and cameras, removing expensive products from windows and clearing pavements, with workers, customers and small businesses in mind, firms that cannot absorb losses on a holiday weekend that matters greatly for their sales. Police and administrations respond with state and regional reinforcements and preventive firmness. Level 4 is presented as an exceptional measure, Valencia insists on a forceful and flexible operation and Madrid stresses coordination between municipal police and the Policia Nacional to react if the calls turn into incidents during this Saturday in any of the cities concerned. Prosecutors focus on minors by requesting 8 custody placements and 70 supervised releases. That request sits alongside the grievances in the video prompting one investigation, where a hooded figure attributed the call to a lack of decent housing and to problems in health care and schools and denied sympathy with any party, according to the official information available. --- What remains unknown --- It is not yet known whether this Saturday will see incidents comparable to the 24th or the final scale of each operation. The exact Catalan staffing has not been detailed beyond exceeding by far the previous 300, nor the precise Valencia figure, described only as very high by the authorities presenting the special operation for the day. --- Unanswered questions --- Will preventive operations stop looting without the day turning into fresh unrest in any named city? How many social media calls will become real gatherings and how many will have no follow-up on the streets? What judicial course will prosecutors requests on minors and the accusations against alleged promoters detained this week ultimately take in the coming days? --- EPM analysis --- Boarding up storefronts in four capitals turns a social media call into a visible urban fact before any incident. It protects property and people, but it also alters commercial life on a holiday weekend and transfers to whole streets the cost of a threat whose real size will only be known when this Saturday finally ends. The 72 minors among the 128 on-the-spot arrests on the 24th and the detentions of teenagers aged 16 and 17 require looking beyond one night. Without minimising looting or incitement to use weapons and Molotov cocktails, a lasting response must combine police action, proportionate judicial decisions and attention to the causes organisers themselves voice in their videos. 📌 EPM Take: In EPM's view, boarding up shops and deploying reinforcements was necessary this Saturday after the 133 detentions and the looting on the 24th, but one night of security does not resolve the background shown by the figures: 72 minors among the 128 on-the-spot arrests, teenagers detained for coordinating calls and young people voicing grievances over housing, health care and education. The response must be firm against incitement to violence and, at the same time, distinguish promoters, participants and minors, so prevention is not repeated every holiday and support reaches young people before the next call does.
