Bogotá activates holiday exodus and return traffic plan

Bogotá will deploy 150 people on the roads and CEM monitoring for a holiday weekend with 871,083 vehicles leaving and 1,001,879 entering, plus a regional plate…

--- The context --- Bogotá is preparing for a weekend of heavy travel around the All Saints Day holiday. The district administration announced a special operation to support those leaving the city and those returning home at the end of the long weekend. --- The facts --- According to official projections, 871,083 vehicles will leave and 1,001,879 will enter during the holiday weekend. The district will deploy coordination by 150 people on the roads, among them Civil Traffic Agents, the Guide Group and traffic Police, across the main exit and entry corridors. The Strategic Mobility Center (CEM) will monitor the corridors with the highest demand on a permanent basis and will coordinate measures according to traffic. A reversible entry lane will operate on Carrera Séptima on Sunday and the holiday Monday, from 4:00 p.m., with coordinated actions with neighboring municipalities and traffic light intermittency on Autopista Sur. On Monday, November 2, the regional plate restriction will apply on the nine entry corridors. From 12:00 m. to 4:00 p. m., even plates may enter: 0, 2, 4, 6 and 8. From 4:00 p. m. to 8:00 p. m., odd plates may enter: 1, 3, 5, 7 and 9. The corridors are Autopista Norte, Autopista Sur, Avenida Calle 13, Avenida Calle 80, Avenida Carrera Séptima, Avenida Boyacá – vía al Llano, Vía Suba-Cota, Vía a La Calera and Vía a Choachí. --- The positions --- The Mayor's Office and the District Mobility Secretariat argue that anticipation is the main tool of the operation: plan the trip in advance and check the schedule for each plate before returning. The official emphasis is on support along the roads and on avoiding setbacks during the return. --- What remains unknown --- Official information does not detail how demand will evolve on each corridor or what adjustments would follow if the return becomes concentrated in a few hours. It also does not specify the stretches for traffic light intermittency on Autopista Sur, a decision tied to mobility behavior. --- Unanswered questions --- Will the staff on the roads keep the nine corridors moving during the heaviest entry hours? Will the reversible lane on Carrera Séptima avoid shifting congestion onto alternative streets? Will travelers return within the time slot assigned to their plate on the holiday Monday? The return operation will provide the answers. --- EPM analysis --- A well-managed holiday weekend protects the ability of families to travel and return home without losing hours in gridlock. The key will lie in clear information, a visible presence on the roads and travelers who plan their return within the assigned schedule. 📌 EPM Take: In EPM's view, the plan succeeds by placing service to citizens at its center, with staff on the roads, permanent monitoring by the CEM and clear rules communicated in advance. Its success will also depend on each driver planning the trip, respecting the time slot assigned to their plate and leaving with sufficient time. When public planning and individual responsibility coincide, the holiday weekend stops being an ordeal and becomes an orderly journey for everyone.
