North Korea Tested Cluster Bombs Fitted to Ballistic Missiles

--- The context --- North Korea reported this Sunday that it tested cluster bombs that can be fitted to tactical ballistic missiles, in a demonstration that adds to a recent series of tests and military exhibitions by Pyongyang. --- The facts --- The Missile Administration carried out the test to evaluate the weapon's adaptation to combat and the capability of the warhead, according to the state agency. General Kim Jong-sik supervised the test. Research institutes indicated that the evaluated warhead can reduce to ashes an area of 12 to 13 hectares with its highest density power. A cluster bomb opens during its trajectory and releases dozens or hundreds of submunitions over an extensive area. The Missile General Directorate classified dispersal warheads into four categories, among them special-use and standard ones, and its director stated that throughout this year units will be able to select and use all of these warheads according to the objectives of the operation. The statement said that the type 2 standard head can raze a zone of between 12 and 13 hectares. North Korea announced that its units will have several types of dispersal warheads before the end of the year. In April there was already a similar test with a dispersal warhead and another with fragmentation mines. On Thursday, North Korea launched around 10 ballistic missiles from its eastern coast toward the sea, in an exercise that coincided with German Chancellor Friedrich Merz's visit to South Korea for a summit. It was detected by the South Korean military and the Japanese defense ministry. On Friday, Kim Jong-un called for absolute superiority in drone technology at an exhibition that included tactical suicide drones, tactical cruise missiles, multipurpose drones, and 600 millimeters multiple rocket launchers. Pyongyang seeks to modernize its Armed Forces with drones and artificial intelligence, taking lessons from the war between Russia and Ukraine, and it sent troops to that conflict in support of Moscow. In November 2024 it was reported that he ordered serial production of suicide drones, in March 2025 he supervised tests with artificial intelligence, and in September of that year he declared artificial intelligence a top priority. --- The positions --- Pyongyang presents these tests as part of the modernization of its Armed Forces and of preparing its units, according to the official account. --- What remains unknown --- There is no independent confirmation of the performance of the evaluated warhead, nor details about the location of the test. --- Unanswered questions --- What risk do these submunitions represent for the civilian population if this weapon is used in a conflict? Will there be a coordinated diplomatic response to the recent accumulation of tests? When will units actually have all of the warhead types announced for before the end of the year? --- EPM analysis --- The most delicate feature is the weapon itself: a device that disperses dozens or hundreds of submunitions multiplies the affected surface and the humanitarian concern. 📌 EPM Take: In EPM's view, the test of cluster bombs fitted to tactical ballistic missiles deserves priority attention because of the risk that submunitions represent for wide areas and for any nearby population. The sequence with Thursday's launches and Friday's drone exhibition shows an escalation of demonstrations that narrows the diplomatic margin. Independently verifying the announced performance and sustaining regional containment channels are urgent steps in the face of a program advancing on several fronts at once.
