Alleged irregularities reported in 148 Fontur contracts worth over 125,000 million pesos

According to Minister Mauricio Gómez Amín, 148 Fontur contracts worth over 125,000 million pesos were allegedly signed in four days before the Guarantees Law…

--- The context --- The National Tourism Fund manages public resources meant to promote destinations, infrastructure and visitor arrivals. Because of that scale, every contracting decision should be explainable contract by contract, with a clear purpose, date and beneficiary. The debate opened by the current ministry focuses on what happened just before the restrictions of the Guarantees Law took effect, an especially sensitive moment for state spending during electoral periods. --- The facts --- According to Trade, Industry and Tourism Minister Mauricio Gómez Amín, 148 contracts worth over 125,000 million pesos were allegedly signed in the four days before the Guarantees Law took effect, during the government of former president Gustavo Petro. According to the minister, over 100,000 million pesos were allegedly committed in just two days, a concentration that, according to his review, drew the attention of the teams examining Fontur processes. The minister also pointed to alleged breaches of legal requirements and possible falsifications in documents, dates and signatures. The statement was released on Sunday, November 1, 2026, in a video shared by the Presidency, after earlier remarks on October 28 in Barranquilla and on October 30 in Cartagena. According to Gómez Amín, the facts have already been reported to the Prosecutor General and the information will be sent to the Comptroller General and the Inspector General. --- The positions --- The ministry position is that the review allegedly found anomalies that merit criminal, fiscal and disciplinary investigation, and that the current administration will continue reporting findings on tourism resources. So far, what has been released does not include a detailed response on each contract or a public, item by item explanation of the destination of the resources committed in those four days. --- What remains unknown --- The list of the 148 contracts has not been released, nor their specific purposes or the identity of those who signed them or received the resources. There are also no investigation results establishing responsibilities. The known information does not by itself prove that all the agreements breached the Guarantees Law, and each alleged irregularity will have to be proven with verifiable documents and dates. --- Unanswered questions --- What are the 148 contracts in question, with their individual purpose, date and value? Which documents, dates or signatures would show alleged falsifications according to the ministry review? How much of the over 100,000 million pesos committed in two days was executed, and what concrete results did it leave for tourism? --- EPM analysis --- The case links contracting and statistical credibility. According to the minister, 300,000 fewer visitors allegedly arrived in 2024 than official reports showed, inbound tourism allegedly fell 16% in 2025 and in 2026 an accumulated reduction close to 4.6% was recorded through August, even though the largest promotion budget was allegedly recorded in 2025. If those differences are confirmed, the problem would not be only signing quickly, but spending without showing proportional results. 📌 EPM Take: In EPM's view, full transparency is now the only useful way forward: publishing the complete list, with values, purposes and beneficiaries, would allow regular contracts to be separated from allegedly irregular ones and would protect those who acted properly. Without that detail, the complaint remains halfway and suspicion reaches all of Fontur. Investigations must move forward with documents, not impressions, and any responsibility, if it exists, will have to be named with verifiable evidence and exact dates.
