UN condemns killing of Indigenous leader and Embera displacement

The UN in Colombia condemned the killings of Ramiro Forastero and his son Elmer and voiced concern over the forced displacement of some 500 Embera Dobida…

--- The context --- Choco, in western Colombia, faces a humanitarian emergency striking Indigenous communities directly: violence against a family known for its leadership, and the forced departure of hundreds of people who left their homes to protect their lives. --- The facts --- The United Nations in Colombia on Monday condemned the killings of Indigenous leader Ramiro Forastero and his son Elmer Forastero, whose bodies were found on October 28. Both were kidnapped on October 24 in Nuqui, where they were later found dead. Ramiro was a leader and former Indigenous governor of the Villa Nueva Jurubida district. The organization expressed concern over the forced displacement of some 500 Embera Dobida people, who since Sunday have left their territories because of a confrontation between illegal armed groups. According to the Ombudsman's Office, they arrived in Jurubira and are heading toward Nuqui. Among them are women, children, ancestral authorities and older adults. --- The positions --- The UN urged the non-state armed groups in confrontation to respect the civilian population at all times and in all places. It recalled that homicides, torture, cruel treatment, hostage-taking and forced displacement constitute serious violations of international humanitarian law. It also called on the authorities to investigate the killings, prosecute and punish those responsible, and clarify the violence against the Embera Dobida communities. --- What remains unknown --- The source does not identify those responsible for the kidnappings and killings, nor specify which groups are involved in the confrontation. It also does not detail the conditions of the 500 displaced people or how long they will remain away from their territories. --- Unanswered questions --- Who kidnapped and killed Ramiro and Elmer Forastero? When will the 500 Embera Dobida people be able to return safely? What measures will protect the displaced women, children and older adults? --- EPM analysis --- Displacement, as the organization recalled, is not only about leaving homes: for Indigenous peoples it means separation from crops, animals and means of subsistence. The same day, the UN condemned the drone attack in Planadas, which left four dead, among them a two-month-old baby girl, and more than fifteen wounded, and called for preventing such attacks and protecting the population. 📌 EPM Take: In EPM's view, the UN condemnation places the focus where it belongs: on the victims and on the obligation to protect the civilian population without exceptions. The killing of a leader and his son, and the flight of 500 Embera Dobida people, reveal an emergency that demands rigorous investigation, immediate humanitarian attention and real guarantees of return. Without safety for the communities and justice for the families, any promise of calm in the territory will remain incomplete and fragile.
