Ombudsman and prosecutor reject deadly attacks in Planadas

Ombudsman Iris Marín and Attorney General Gregorio Eljach rejected the attacks in Planadas, Tolima, which left a preliminary toll of four dead and numerous…

--- The context --- Planadas, in southern Tolima, is once again at the centre of the violence striking that region of Colombia. The recent attacks took place near a military base and caused damage to homes and nearby infrastructure, in a territory marked by a dispute between armed groups and illegal economies. --- The facts --- The preliminary toll of the attacks is four people dead and numerous wounded. Among those killed is a baby girl just two months old, a fact that sums up the gravity of what happened. The attacks also damaged a hospital and the pharmacy located inside its facilities, compromising medical care and access to medicines for the whole community. The Ombudsman, Iris Marín, and the Attorney General, Gregorio Eljach, rejected the attacks. Marín warned that they caused indiscriminate harm to the population and to civilian property, and said they constitute violations of International Humanitarian Law. She also recalled that the risk in this area had already been flagged by her office through Early Warning 016 of 2022. --- The positions --- Eljach condemned what happened and demanded results from the authorities to clarify the facts and bring those responsible before justice. As he put it, there is no justification whatsoever for such barbarity, and terrorism cannot bring Colombia to its knees or keep taking the lives of its people. Marín explained that the violent scenario is linked to the territorial dispute between the Farc dissidents led by alias Iván Mordisco, known as the Central General Staff, and the Second Marquetalia. She added that the picture has worsened with the expansion of illicit mineral extraction in southern Tolima, especially in Ataco, and held that the context explains the situation but will never justify the suffering of the south of the department, driven by ambition around illegal economies. She also said that action by the Public Force had prevented that illegal economy from spreading into Planadas, and she asked for support for local and departmental authorities in caring for the victims, recovering material losses, rebuilding the hospital and supplying medicines. --- What remains unknown --- The definitive count of the wounded is not yet known, nor is the full detail of the damage to homes and nearby infrastructure. Nor has it been reported how long rebuilding the hospital will take, or how the supply of medicines will be guaranteed in the meantime for the affected community. --- Unanswered questions --- When will the results demanded by the Attorney General to clarify what happened be known? Who will answer for rebuilding the hospital and supplying medicines? What concrete measures will protect the civilian population of Planadas from new attacks? --- EPM analysis --- What happened in Planadas brings several fronts together at once: an attack with fatalities, damage to health infrastructure and a territorial dispute fuelled by illegal economies. That the risk had been flagged in 2022 through an early warning adds a deeper question about prevention, while immediate attention focuses on the victims, the municipality's security and the medical care capacity lost. 📌 EPM Take: In EPM's view, the institutional condemnation will only have value if it translates into verifiable results: clarification of the attacks, effective protection for the people of Planadas and prompt rebuilding of the damaged hospital. The death of a baby girl aged two months and the damage to a health centre show that the civilian population keeps paying the cost of a dispute it did not choose. Backing local authorities in caring for the victims, as the Ombudsman requested, is the first step that admits no delay.
