Colombia strengthens stadium safety to protect families and fans

--- The context --- The Government of Colombia announced four guidelines to strengthen security in professional football stadiums, amid concerns about violence associated with some fan groups and other actors. The strategy seeks safer venues for supporters and families, with clearer entry controls and reviewed risk protocols in every city that hosts professional matches. --- The facts --- The first measure orders metal detectors at entrances to prevent weapons from entering the venues. The second requires strict application of the National Validation System to identify every person entering the stands, adjusted to Decree 1622 of 2022, as part of a more orderly and preventive access process for all supporters. The third and fourth guidelines establish the updating of security and risk management plans in each stadium. Those plans must include procedures to prevent incidents, handle situations that affect matches and protect spectators. The measures must be worked on by the 25 local football commissions in cities with professional matches. --- The positions --- The strategy was presented after the reactivation of the National Football Commission, headed by the sports minister, Juliana Gutiérrez. Miller Soto Solano, spokesman for the Government of President Abelardo De La Espriella, stated indirectly that the stands had filled with tensions and often with violence. --- What remains unknown --- Application dates, resources and sanctions for noncompliance have not yet been specified. It also remains unclear how the work will be scheduled in each stadium and what support the local commissions will receive to update their security and risk management plans within a common national framework for professional football. --- Unanswered questions --- When will metal detectors operate at every entrance? How will the National Validation System identify supporters without delaying entry? What resources will the 25 local commissions receive? What sanctions will apply if a stadium fails to update its plans? --- EPM analysis --- In less than two months, the National Commission held two national sessions, two technical meetings and seven working groups. That pace supports a preventive approach that combines technology at entrances, clear identification and direct care for spectators, sharing responsibility between the national government and the local commissions in each host city. 📌 EPM Take: In EPM's view, strengthening stadium security protects Colombian families and their right to enjoy football without fear and with confidence in public institutions. The four guidelines are right to prevent rather than regret, to identify supporters under clear rules and to require updated plans in every stadium. Their success will depend on the 25 local commissions receiving defined resources and verifiable deadlines, so that protection is felt at every entrance and in every stand across the country.
