UK urges Samoa to protect women, disability rights and free press

--- The context --- Samoa's Universal Periodic Review brought states together in the Universal Periodic Review process, for a peer review of human rights commitments. In that setting, the United Kingdom delivered a short, direct statement on Samoa's progress and on the work still outstanding. --- The facts --- The British delegation welcomed Samoa's engagement with the process and its cooperation with international human rights mechanisms. It also commended Samoa's efforts to promote the rights of persons with disabilities and the historic election of Mataafa Utumapu to the UN Committee on the Rights of Persons with Disabilities, the first Samoan to serve on that body. The United Kingdom also recognised the role of civil society and independent institutions in supporting vulnerable communities and strengthening democratic accountability. --- The positions --- Despite that progress, the statement raised concern over the prevalence of violence against women and girls and over media freedom, following Samoa's decline in the 2026 World Press Freedom Index. It therefore recommended stronger prevention and response to such violence, with improved victim support services and implementation of national policies. --- What remains unknown --- The statement sets out no deadlines or follow-up mechanisms, nor how progress will be measured on victim services, journalistic independence or equitable access to education and public services. --- Unanswered questions --- What concrete steps will Samoa take to reduce violence against women and girls? How will it ensure that journalists and media organisations work independently and without undue restriction? What real improvements will reach persons with disabilities, children and gender-diverse communities? --- EPM analysis --- The statement combines recognition with demand. It values representation on disability and the work of civil society, but treats effective protection for women and freedom of expression as the outstanding tests of the commitment Samoa has declared. 📌 EPM Take: In EPM's view, the value of this statement lies in joining recognition and demand without softening either. Celebrating historic disability representation is not enough while violence against women and girls persists and press freedom retreats. The recommendations point to verifiable services, journalistic independence and inclusion, and their weight will depend on whether those promises become real protection for Samoa's most vulnerable communities in everyday life.
