Dominican defence chief says Haiti border is totally calm

--- The context --- The border between the Dominican Republic and Haiti is under reinforced attention as operations against armed gangs intensify in Port-au-Prince, according to the Dominican official account. In that context, the defence minister toured the main border crossings to verify on the ground the state of trade and transit. --- The facts --- Lieutenant General Carlos Antonio Fernández stated, according to the published information, that trade, authorised movement of people and other usual operations are proceeding normally, after confirming it on a tour of Dajabón, Elías Piña, Jimaní and Pedernales, accompanied by the Minister of the Presidency, José Ignacio Paliza. Fernández said the border is totally calm and that the nearest gangs are towards Mirebalais and Croix-des-Bouquets, not as close to the border line as had been suggested. At the end of October, according to the same information, the Dominican government sent two battalions, heavy equipment and artillery to reinforce security, in addition to some 11,000 soldiers already deployed along the border. On the Haitian side, operations aim, among other goals, to locate four Salvadoran military technicians missing since October 18 after an ambush. --- The positions --- Paliza, for his part, argued that the Dominican government must act with great prudence in interacting with the conflict, because both countries share a border and a small island, and warned that any action outside established procedures, including at the international level, could prolong the conflict. He added that the Dominican Republic provides El Salvador with logistical support, information, intelligence, transit of military material and medical assistance if needed, and said that if an additional measure such as a border closure proved necessary, the government would act according to the circumstances. --- What remains unknown --- The available information comes from official statements made during the tour. No independent verification of the level of commercial activity at each crossing has been published, nor new information about the search for the four Salvadoran soldiers missing since October 18. --- Unanswered questions --- Will trade flows at the four crossings visited hold if operations in Port-au-Prince intensify in the coming days? Will there be new information about the four Salvadoran technicians missing since the October 18 ambush? What concrete circumstances would lead the Dominican government to consider an additional measure such as closing the border? --- EPM analysis --- The official message combines two planes: operational calm along the border line and diplomatic prudence towards the neighbouring conflict. The tour of the four crossings and the reference to the existing deployment seek to support the claim of normal trade and transit with presence on the ground. 📌 EPM Take: In EPM's view, the official claim of border calm arrives with the elements that make it checkable: a tour of Dajabón, Elías Piña, Jimaní and Pedernales and a sustained deployment on the ground. The prudence set out by the Minister of the Presidency recognises the central fact of the problem, that two countries share a small island and that every decision at the border has effects on the other side. The test in the coming days will be the real flow of trade and transit.
