Palm Bay counts two dead after historic flooding disaster

Palm Bay, in southern Brevard County, Florida, recorded two deaths and more than 200 rescues after the November 1 and 2 flooding.

--- The context --- Palm Bay, in southern Brevard County, Florida, is measuring damage from flooding described as a once in a thousand years probability event. Rain on November 1 and 2 overwhelmed canals, ditches and retention ponds across the area. The storm was never given an official name. In Malabar, 60.96 centimeters (24 inches) fell in 24 hours, according to National Weather Service data. --- The facts --- Joshua Bennett, 34, a father of four, fell with his pickup truck into a canal on San Filippo street while speaking on the phone with his wife. David Richards, 78, was found on Tuesday inside his blue pickup truck on Richards Lane, in Malabar, after a police and sheriff's office search. The Florida Fish and Wildlife Conservation Commission evacuated 190 residents, with personnel from Miami and Jacksonville. In total, more than 200 people left flooded areas in boats, airboats, high clearance trucks and drones, with rescuers working 24 hour shifts. Children were taken out through windows and older adults carried in arms through water mixed with trash and fuel. One resident was trapped on a septic tank lid while crossing a yard toward his daughter. In Palm Bay Estates, a community of residents over 55, a sinkhole swallowed the only entrance and exit street. Terry Stuhlmiller, president of the community board, estimated between 80 and 100 people isolated. Port Malabar lost several lanes for days and Fallon reopened on Wednesday. --- The positions --- Lieutenant Governor Jay Collins toured the affected areas on Tuesday, called the scene devastating and acknowledged that a single death is already heartbreaking and that two were known. Mayor Rob Medina announced emergency funds from the municipal budget itself. Maritza Canela said the canal behind her house overflowed and the asphalt sounded like an explosion. Stuhlmiller compared the water to waterfalls without pause. --- What remains unknown --- There is no complete damage assessment. Preliminary estimates point to tens of thousands of dollars per home, often with no standard or flood insurance. Several families are staying with relatives or in recreational vehicles. There is also no timeline for Palm Bay Estates access, while water drained toward the St. Johns River. --- Unanswered questions --- How many homes in Palm Bay and Malabar suffered structural damage? When will Palm Bay Estates recover a safe access route for the between 80 and 100 people isolated? What support will residents without flood insurance receive because their property is outside official risk zones? Will drainage toward the St. Johns River raise the risk of new flooding? --- EPM analysis --- The emergency exposes a known gap: properties outside official risk maps whose owners do not buy flood insurance. Canela and many neighbors are in that situation, and the sinkhole warns about single access points in vulnerable communities of older adults. The response was broad, with more than 200 rescues and municipal funds released, but reconstruction depends on decisions not yet announced. 📌 EPM Take: In EPM's view, Palm Bay suffered not only an exceptional storm, but the combination of a thousand year probability rainfall with preexisting vulnerabilities now laid bare: uninsured homes outside risk maps, a community of older adults with a single access road and arteries that collapsed under the water. The rescues saved lives and municipal funds ease the first emergency, but the real measure of the response will be seen in reconstruction and in whether families without coverage receive a viable and timely path back home safely.
